CMDCM Duncan Bain NCTS Command Master Chief
Master Chief Duncan R. Bain was born in Hartford, CT. In October 1986, just over three years after Master Chief Bain's high school graduation, he enlisted and then attended Recruit Training in Great Lakes, IL. Following boot camp, he graduated Engineman Class “A” School at NTC Great Lakes, IL.
Master Chief Bain has completed many successful shipboard assignments. His first duty was aboard USS BOULDER (LST 1190) where he served as the Leading Petty Officer (LPO) of the main machinery room. There he accomplished advancement through First Class Petty Officer, qualification as an Enlisted Surface Warfare Specialist, and qualification as Engineering Officer of the Watch (EOOW). Starting in 1992 he was Machinery Division’s LPO with the Precommissioning unit TYPHOON (PC 5). After completion of Advanced Diesel Engine “C” School he led from the front as the Commissioning EOOW for USS TYPHOON (PC 5) he went on to complete all crew certification requirements and the ship’s first deployment. He served as the Machinery Division’s Leading Chief Petty Officer aboard the USS CARTER HALL (LSD 50) starting in 2004 completing qualification as EOOW and two six month deployments in support of the GLOBAL WAR ON TERRORISM. His most recent shipboard assignment began in 2010 aboard the USS HARRY S TRUMAN (CVN-75) as the Engineering Department Master Chief where he aided in the ship’s 3rd consecutive Battle Efficiency Award and a deployment in support of the GLOBAL WAR ON TERRORISM and OPERATION NEW DAWN.
Master Chief Bain has completed many other successful tours. In 1995, he served as Maintenance and Material Management Coordinator, Network Administrator, and Department Information Systems Security Manager at Naval Station, Puerto Rico. He reported to Patrol Coastal maintenance Support Team 8 in 1998 where he began by serving as LPO, but after advancement to Chief Petty Officer he became the Command Chief. He went on to serve as a Diesel Engineering Instructor, Course Lead for Curriculum, and earned certification as a Master Training Specialist while stationed at Surface Warfare Officers School located at Naval Station, Newport, RI in 1998. In 2007, he reported to Explosive Ordnance Disposal Expeditionary Support Unit 2 as the Maintenance Department leading chief and went on to qualify as an Expeditionary Warfare Specialist.
In February 2011, Master Chief Bain was selected to participate in the Navy’s Command Master Chief Program. That following July, he reported to his current assignment as Command Master Chief of Naval Computer and Telecommunications Station Naples, Italy.
Master Chief Bain’s academic achievements include a Bachelors and Masters Degree in Human Resource. He is also a graduate of the Senior Enlisted Academy.
Master Chief Bain’s awards and decorations include the Navy Commendation Medal (four awards), Meritorious Unit Commendation Medal, Navy Achievement Medal (five awards), and various campaign and service awards.
