|Captain Joseph J. Kinder was born in Hahn U.S. Air Force Base, West Germany. He graduated from Linfield College, McMinnville Oregon in December of 1984 with a bachelor’s degree in computer systems analysis. He was commissioned an Ensign after completing Naval Officer’s Candidate School, Newport Rhode Island in February 1986.
His first assignment was as the Combat Information Center Officer onboard USS ANCHORAGE (LSD 36), in Long Beach, California, October 1986. He then attended the Naval Post Graduate School, Monterey, California earning his Master of Science in telecommunications systems management in June 1991. He reported to the USS ST LOUIS (LKA 119) in Sasebo, Japan as the Operations Officer in April 1992. After decommissioning the ST LOUIS in November 1992 he reported as the Operations Officer on board USS GERMANTOWN (LSD 42), also in Sasebo.
In May 1994 he reported to U.S. Southern Command, in the Republic of Panama, as a Joint Exercise planner. During that same assignment, he assumed the duties as the Executive Officer for the Exercise Directorate where he served until he transferred in June 1997.
In March 1996, Captain Kinder transferred into the Navy’s new Fleet Support Officer community where he served as at Naval Space Command in Dahlgren, Virginia as the Program Manager of Command and Control Networks.
He transferred to Bremerton, Washington in October 2000 and assumed duties as the Communications Officer for Commander Carrier Group Three, embarked in USS CARL VINSON (CVN 70). While deployed with the battle group he served as CTF50 Battle Force Communication Officer during Operation Enduring Freedom from 11 September to 15 December 2001, during which time he laterally transferred to the new Information Professional community, and served as the Assistant Chief of Staff for Strike Group Three C4I, N6.
From November 2002 to July 2005 he served on the Joint Staff in Washington DC as the Officer in Charge, National Military Command Center-Site R. Following this tour he reported to the National Defense University, Industrial College of the Armed Forces where he earned a master’s degree in nation resource strategy in June 2006. Following this assignment he reported to the Defense Information Systems Agency within the Program Executive Office for Command and Control Capabilities where he served as the program manager for the Multi-national Information Sharing. While there he earned the Joint Service/Qualified Officer designation. From August, 2009 to August 2011 he served as the Director, Communications and Information Systems (N6) for Commander Naval Forces Europe-Naval Forces Africa -Commander Sixth Fleet, located in Naples, Italy.
He served as the Director of Operations at Fleet Cyber Command/Commander Tenth Fleet, Ft Meade Md. from September 2011 to July 2013, and is now serving as Fleet Cyber's Chief of Staff, Joint Forces Headquarters-Cyber.
