Mr. Manuel N. Hermosilla
Executive Director, U.S. Fleet Cyber Command / U.S. TENTH Fleet
Mr. Hermosilla is a member of the Senior Executive Service and is the Executive Director for U.S. Fleet Cyber Command / U.S. TENTH Fleet. Mr. Hermosilla entered federal government service in June 1992. He received a Master of Science in National Resource Strategy from the Industrial College of the Armed Forces (ICAF) and a Bachelor of Science in Electrical Engineering from West Virginia University. He is a graduate of the DoD Senior Acquisition Course and has earned DAWIA Level III Acquisition certifications in both Information Technology and Program Management.
Prior to his current assignment, Mr. Hermosilla served as the Director of Operations for the Joint Service Provider (JSP) at the Pentagon. As Director of Operations, Mr. Hermosilla provided executive oversight for several Secretary and Department of Defense (DoD) CIO headquarters initiatives including Pentagon Integrated Processing node planning and execution, Pentagon Wi-Fi, and the DEPSECDEF IT Consolidation 4th Estate Onboarding efforts. Mr. Hermosilla’s operations portfolio included 24x7 operations, residential support for VIPs and customer service for 40,000 customers including the principals and staff of the Office of the Secretary of Defense (OSD) and its Primary Staff Assistant offices, the Chairman of the Joint Chiefs of Staff, as well as other organizations and dignitaries who accessed IT resources within the Pentagon and the National Capital Region. Mr. Hermosilla recently delivered the first ever fully accredited 1700+ node Wi-Fi network in the Pentagon to support both government tenants and visitors.
Mr. Hermosilla served as the Deputy Director, Enterprise Information Technology Services Directorate (EITSD) for Washington Headquarters Services (WHS). He directed daily operations and managed the execution of high-level programs with an annual budget over $330 million. Mr. Hermosilla was responsible for employing enterprise-wide IT requirements, IT project management, and establishing cost effective IT acquisition processes, while enabling the strategic interests and maximizing the benefits of the investments made by the department and EITSD customers. Additionally, he developed, maintained and facilitated the implementation of a sound and integrated IT infrastructure across the OSD, Pentagon Force Protection Agency (PFPA), and WHS enterprise.
Mr. Hermosilla’s prior leadership experience includes Civilian Deputy for the Defense Information Systems Agency (DISA) Implementation and Sustainment Center; Acting Commander/Deputy Commander of the 24x7 Global DISA Command Center; the Network Operations (NetOps) Architect and Chief, NetOps Program Office; and the Operational Support Systems (OSS) Division Chief. He was also a key member of DISA’s Global Information Grid Bandwidth Expansion Program and served as the Chief Engineer for Network Management. Mr. Hermosilla’s 25+ years of IT, Networking, and Cyber experience is comprised of engineering, program management and leadership positions directing a broad spectrum of operationally focused IT organizations that delivered capability to the Warfighter, Combatant Commands, Military Services and Defense Agencies.
