Career senior executive service appointments are made through a merit staffing process and executive qualifications are approved by a Qualifications Review Board (QRB) convened by the U.S. Office of Personnel Management. Career appointments have a 1-year probationary period.
Each senior executive must address Executive Core Qualifications (ECQs), which define the competencies needed to develop a federal corporate culture that produces results, serves customers, and builds successful teams and coalitions within and outside the organization.
