HELLO AND WELCOME AGAIN TO THE DEPARTMENT OF THE NAVY’S NEW CIVILIAN HUMAN RESOURCES WEB SITE.
THIS MONTH, I WOULD LIKE TO HIGHLIGHT THE DEPARTMENT OF THE NAVY’S ACQUISITION WORKFORCE. THIS FORCE IS RESPONSIBLE FOR MANAGING BILLIONS OF DOLLARS EACH YEAR ON PROGRAMS, SERVICES, AND SUPPLIES NEEDED TO SUSTAIN OUR NATIONS’ WARFIGHTING CAPABILITIES. AND, THE SUCCESS OF THOSE ACQUISITIONS RELIES ON A WELL-TRAINED, HIGHLY MOTIVATED WORKFORCE, WITH EACH PERSON EXPECTED TO MAKE A DIFFERENCE IN IMPROVING ACQUISITION OUTCOMES.
THERE ARE OVER 44 - THOUSAND CIVILIAN EMPLOYEES WITHIN THE DEPARTMENT OF THE NAVY’S ACQUISITION WORKFORCE, AND APPROXIMATELY FIVE - THOUSAND MORE POSITIONS ARE SCHEDULED TO BE ADDED BY 20 - 15. THEY INCLUDE JOBS IN: SYSTEMS ENGINEERING, CONTRACTING, BUSINESS COST ESTMATEING, FINANCIAL MANAGEMENT, LOGISTICS, AND PROGRAM MANAGEMENT.
BUT WE FACE SOME CHALLENGES. 70 PERCENT OF OUR CURRENT ACQUISITION WORKFORCE CAN RETIRE WITHIN THE NEXT TEN YEARS, AND ON AVERAGE, HALF OF OUR ACQUISITION WORFORCE POSITIONS ARE OUTSOURCED.
TODAY, IN SUPPORT OF THE PRESIDENT’S AND SECRETARY OF DEFENSE’S INTENT TO IMPROVE THE ACQUISITION WORKFORCE, WE ARE INSOURCING POSITIONS TO INCREASE OUR CORE TECHNICAL CAPACITY AND TO RETAIN IN-HOUSE TECHNICAL EXCELLENCE WITHIN THE FORCE. WE ARE ALSO ACTIVELY RECRUITING TO FILL ACQUISITION POSITIONS AT ALL LEVELS, RIGHT NOW.
