Under portability of retirement coverage, if you move from a retirement covered NAF position to a Civil Service Retirement System (CSRS) or Federal Employees Retirement System (FERS) covered position (or vice versa), you may elect to keep the retirement coverage of your original position. Requirements for portability of retirement coverage depend on the date of your move and are defined by several public laws.

1. For a move made prior to December 28, 2001, contact the Benefits Line and ask to speak to a retirement specialist for counseling about the eligibility requirements.
2. For a move made after December 28, 2001, you are eligible to make an election if:
   • You did not have a prior opportunity to elect to continue NAF coverage based on a prior qualifying move.
   • Your break in service is no more than 1 year.
   • You were participating in an NAF retirement plan.
   • You are moving between a Department of Defense or Coast Guard NAF position and retirement covered civil service position in any Federal agency.

1. If you are eligible to elect to continue NAF retirement coverage, you will be notified by the Civilian Benefits Center.
2. When you receive the notice, complete Part 2 of the RI 38-134, Election to Retain Nonappropriated Fund Retirement Coverage acknowledging that you have received the form and return it to the Civilian Benefits Center at the address on the notice.
3. Within 30 days of the notice date:
   • Select part 3, option 1 of the RI 38-134 to elect to continue NAF retirement coverage.
   • Select part 3, option 2 of the RI 38-134 to elect FERS retirement coverage.
   
   If you do not make an election, you will automatically continue to be covered by FERS.
4. Return the RI 38-134 to the Civilian Benefits Center at the address on the notice.

Under certain circumstances, NAF service may be credited to meet eligibility for retirement under the Civil Service Retirement System (CSRS) or the Federal Employees Retirement System (FERS). If you have NAF service, contact the Benefits Line and ask to speak to a retirement specialist regarding creditability of your NAF service for immediate retirement eligibility.
