You will access EBIS with a username and password. Your username does not expire but you must change your password every 60 days. If you receive an error message similar to the following, "There is a problem with this website's security certificate.", when trying to access EBIS you should follow the Instructions to Install a Root Certificate File.
Step 1. Select "EBIS"
Step 2. Select "New User" at the bottom of the login page.
Step 3. Complete the following prompts to verify your identity:
- Social Security number
- Date of birth
- Service Computation Date*
- Pay Plan or Pay Schedule*
- Pay Grade or Pay Band*
- Step*

Step 4. Create a unique username that is 9 characters (letters, numbers or special characters) and is not your Social Security number.
Step 5. Create a password that is 9-15 characters and contains at least 2 characters from each of the following categories:
- Uppercase alphabetical (A-Z)
- Lowercase alphabetical (a-z)
- Numeric (0-9)
- Special characters (~{}:;,.?-=+|<>!@#$%^&*()][/\)
Step 6. Once you have created a username and password, you will be prompted to enter them to access EBIS.

If you previously accessed EBIS using your Social Security number and a PIN, you must create a username and password.
Step 1. Select "EBIS"
Step 2. Enter your Social Security number in the username field and your 6-digit PIN in the password field.
Step 3. Create a unique username that is 9 characters (letters, numbers or special characters) and is not your Social Security number.
Step 4. Create a password that is 9-15 characters and contains at least 2 characters from each of the following categories:
- Uppercase alphabetical (A-Z)
- Lowercase alphabetical (a-z)
- Numeric (0-9)
- Special characters (~{}:;,.?-=+|<>!@#$%^&*()][/\)
Step 5. Once you have created a username and password, you will be prompted to enter them to access EBIS. In the future you will use only your username and password.

Step 4. Enter your username. If you have forgotten your username create a new one that is 9 characters (letters, numbers or special characters) and is not your Social Security number.
Step 5. Enter a new password that is 9-15 characters and contains at least 2 characters from each of the following categories:
- Uppercase alphabetical (A-Z)
- Lowercase alphabetical (a-z)
- Numeric (0-9)
- Special characters (~{}:;,.?-=+|<>!@#$%^&*()][/\)
Step 6. Once you have created a username and password, you will be prompted to enter them to access EBIS.

Step 1. Select "EBIS"
Step 2. Enter your username and current password
Step 3. Select “Login Info” button on the left side of the page under “Session”
Step 4. Enter your current password
Step 5. Enter your new password
Step 6. Re-enter your new password
Note: You can also change your password by selecting “Forgot Login” on the login page.
- If you receive an error message indicating you have entered invalid information, enter the next higher “Step.” Frequently, employees enter the Step from their most recent payroll Leave and Earnings Statement, unaware that they have just recently received a Step increase.
- If you are in a Demo Project, when completing Pay Plan, Grade, and Step, enter your Pay Plan (such as "ND" or "NT"); your Grade should not be a Roman numeral (for example, "IV" should be entered as "04"); enter your Step as it appears on your Leave and Earnings Statement (examples: 00, 14, 26).
- If you are on a temporary promotion, use your permanent Pay Plan versus the Pay Plan of the temporary promotion; however, use the Grade and Step of the temporary promotion. (Example: If you are temporarily promoted to a GS-13, Step 02, but your permanent Pay Plan is "WS," you should use "WS-13-02").
