Operational Risk Management is a tool for making smart decisions, used by people at all levels. Each person has a role to play in managing risk for the unit and each role is vital to success. Leaders likely use the ORM process and techniques in planning the events the unit will take on. Junior personnel are more engaged in managing risk during the execution of evolutions and tasks. Each of these levels requires different skills and knowledge. The goal of ORM is not to eliminate risk, but to manage risk so the mission can be accomplished with minimum impact.
