COMPLETED INITIATIVES

PREGNANCY & PARENTHOOD INSTRUCTION
Completely revised Pregnancy & Parenthood Instruction signed by VADM Harvey, Chief of Naval Personnel 14JUN07.  Included 12 months of operational deferment for post-partum service women, 21 days of administrative leave for adopting parents, and mandatory requirements to support breastfeeding servicewomen in the work place.

MONTGOMERY GI BILL TRANSFERABILITY
Signed into law by the President 30JUN2008 as part of the 2008 Webb GI Bill.  Allows a portion of service members GI Bill benefits to be shared with spouses and children after six years of service.

CAREER INTERMISSION
Signed into law by the President 14OCT2008 as part of 2009 Duncan Hunter National Defense Authorization Act.  Pilot program will allow 80 officers and 80 enlisted members (over a 3 year period) to “off ramp” from active duty to the ready reserves for up to 3 years while retaining health care, exchange, commissary benefits, and receive a limited monthly stipend of 2 times 1/30th of basic pay.  The Navy will also provide a one time move to the CONUS location of the member’s choice for the duration of the “off-ramp.”

PATERNITY LEAVE
Signed into law by the President 14OCT2008 as part of 2009 Duncan Hunter National Defense Authorization Act.  Authority will allow up to 10 days of administrative leave for a male service member whose spouse gives birth to a child.  Leave is to be used within 365 days of the birth of the child and at the discretion of the Commanding Officer dependent on the unit's mission, specific operational circumstances, and servicemember's billet.

CHIEF OF NAVY PERSONNEL ALTERNATIVE WORK PROGRAM
Allows all Chief of Navy Personnel Staff (military and civilian) members the ability telecommute up to 2 times a week or to have a compressed work schedule which will allow personnel the option of working eight 9-hour days and one 8-hour day for a total of 80 hours in a two week period resulting in one day where the individual is in a liberty status.
