Navy Sexual Assault Prevention and Response (SAPR) Program

Our Mission

Prevent and respond to sexual assault, eliminating it from our ranks through a balanced of focused education, comprehensive response, compassionate advocacy, and just adjudication in order to promote professionalism, respect, and trust, while preserving Navy mission readiness.

Our Vision

Promote and foster a culturally aware and informed Navy respectful of all, intolerant of sexual assault, and supported by a synergistic program of prevention, advocacy, and accoutability. 

SAPR Stand-down

In response to SECDEF guidance the Navy is planning a Total Force; Active, Reserve, and Civilian personnel SAPR Stand-down to be executed 10 June - 1 July 2013.  The stand-down will encompass a minimum of 2 hours of  focused facilitated engagement that will be led by the Command Triad. 

SAPR Fleet-Wide Training

As part of the Navy’s continuing effort to prevent sexual assaults and promote essential culture changes within the force, a SAPR Task Force (SAPR TF) was established under the command of the Deputy Chief of Naval Operations for Manpower, Personnel, Training and Education (N1) to facilitate delivery of targeted sexual assault prevention training to all active and reserve personnel. 

This training aligns with the “Strategic Direction to the Joint Force on Sexual Assault Prevention and Response” from the Chairman of the Joint Chiefs of Staff, supports the Secretary of Defense’s Initiatives to Combat Sexual Assault in the Military and is part of the Secretary of the Navy’s 21st Century Sailor and Marine initiative.

SAPR Leadership (SAPR-L) (E7 and above), SAPR Fleet (SAPR-F) (E6 and below), and SAPR-GMTK (E-7 and above) training will provide some of the critical tools to reduce sexual assault and promote a culture of respect and professionalism in our force, where each sailor is motivated to intervene and stop this crime.

NAVADMIN 067/13 authorizes the completion of SAPR-F training to satisfy the SAPR GMT training requirement for FY-13.

NAVADMIN 075/13 announced April as Sexual Assault Awareness and Prevention Month and the FY-13 SAPR theme of Courage. The responses to the Navy-wide  SAPR Public Service Announcement (PSA) Video Contest  and the local command SAAM Point competion clearly demonstrated the awareness and commitment of our Sailors to the SAPR program.  Winners of the PSA Video contest will be announced in a forthcoming Navy News Story and on this website.

DODI 6495.02 SAPR Program Procedures was updated with comprehensive changes and released 28 March 2013.
