Community Support Programs

Navy Community Support Programs consist of Fleet and Family Support, Child and Youth and Morale, Welfare and Recreation programs.  While Deputy, Chief of Naval Operations (MPT&E) is responsible for program policy of Fleet and Family Support programs, Deputy, Chief of Naval Operations (Fleet Readiness and Logistics) is responsible for program policy of Child and Youth and Morale, Welfare and Recreation programs.  Commander, Navy Installations Command (CNIC) is responsible for program resourcing and delivery of all Community Support Programs.

The Community Support Program Office within Personal and Family Readiness Division (N135F) administers program policies relating to Fleet and Family Support programs for DCNO (MPT&E).

The primary mission of the Fleet and Family Support Program (FFSP) is to support Navy leadership in achieving maximum mission readiness.  Commands, Sailors and family members access a wide range of programs, focused on adaptation to the special demands of military careers and military family life, such as Navy Family Ombudsman Program, Deployment Readiness, Transition Assistance, Personal Financial Management, Relocation Assistance, Sexual Assault Prevention and Response, Family Advocacy, Individual, Marital and Family Counseling, and response to crisis.

Navy Child and Youth Programs (CYP) support operational readiness, mission accomplishment, and retention by assisting Navy personnel in balancing the competing demands of family and work life.  Navy CYPs provide developmental child care and youth recreational programs and services for eligible children and youth 4 weeks to 18 years of age.  Programs and services are specifically designed and operated to meet the unique needs of the military mission and Service members and their families.

Morale, Welfare, and Recreation (MWR) programs are intended to provide members of the Navy community with wholesome and constructive recreation and social activities.  The major MWR programs are fitness, single Sailor, afloat recreation, movies, libraries, Information, Ticket and Tours (ITT), auto skills, outdoor recreation, Recreational Vehicle (RV) parks and recreational lodging, food and beverage, bingo, gaming operations, golf, bowling and marinas.
