WHEN DFAS RECEIVES THE DATA STRING FROM THE SECOND REQUEST, THE SYSTEM INTERPRETS THE DATA AS A SECOND SRB REENLISTMENT IN THE SAME ZONE. IT IS SUBSEQUENTLY REJECTED TO PREVENT AN OVERPAYMENT.
