  MEDICAID WAIVER. Contact your respective state Medicaid Office to determine if your Special Needs dependent qualifies for funding via the Medicaid Waiver Program. Today, Medicaid allows more diverse services for individuals with developmental disabilities remaining in the home by waiving the need to get those same services in an institution. Apply for funding as early as 3 years of age.
