The Navy’s Suitability Screening Program is used to determine the suitability of Sailors and their family members for overseas or remote assignments, and is required for all Sailors and their families PCS transferring from the continental United States (CONUS) to overseas, or from overseas to overseas (referred to as Consecutive Overseas Tours, or COT).

In-Place Consecutive Overseas Tours (IPCOT) requires transferring commands to re-screen service members and their families transferring from overseas to overseas.  The medical portion of the screening may be waived if the transferring and gaining commands are both serviced by the same Medical Treatment Facility (MTF).  The reminder of the screening requirements as outlined in the MILPERSMAN remains in affect.  For further information see MILPERSMAN 1300-304

The responsibility for determining suitability rests with the CO of the transferring command.  The CO must ascertain whether the service member or family member(s) possess any performance, disciplinary, financial, psychological, medical or other physical attributes which would preclude them from conducting themselves as worthy representatives of the United States in a foreign country.

CO's of the transferring command are responsible for providing an update to Navy Personnel Command and the gaining command within 15 calendar days of receipt of orders.  This update must state that the member is either found suitable, unsuitable, or that more time is needed.  If the command needs more time, status must be updated every thirty days thereafter or until a final determination is made.

NEW - ONLINE & LIVE!  No more overseas/remote duty screening messages to type!  The new BUPERS On Line (BOL) Suitability Screening application has been developed to streamline the reporting process for screening commands and provide the gaining commands with real-time screening status.

 

The BOL application labeled "Overseas Screening" replaces the current message reporting system.  Command representatives with Command Career Counselor (CCC) or above access level can open the application.  It is formatted with pull-down and fill-in menus.  The current message reporting system will remain in place for units underway that experience connectivity problems.

 

Unsuitable reports will be forwarded to the detailers for action, and the gaining command will be able to review the screening status for their prospective gains.

 

Transferring commands must still provide the PSD/personnel office with the NAVPERS 1300/16 signed by the MTF and transferring CO.

 

Revisions to MILPERSMAN articles 1300-300 through 316 will reflect these changes and a revised overseas screening instruction, OPNAVINST 1300.14D, will be released shortly.

 

Overseas Screening Deficiency Reports (OSDR) and Request for Early Returns via message format is still required at this time, but will also be reported via BOL in a future system update.
