The policy and procedures for military personnel desiring to take leave in a foreign country are in references (a) and (b).  Reference (a) contains guidance from NPC for granting foreign leave and travel.  Reference (b) contains the requirements American Embassies and Defense Attaché Offices place upon Department of Defense personnel desiring to take leave in foreign countries.  These procedures ensure military personnel meet all necessary travel requirements prior to travel.
