COMMANDING OFFICERS AND CHIEFS MUST UNDERSTAND, ONCE SELECTED, AERR DUTY IS NOT OPTIONAL. MEMBERS WILL NOT BE EXCUSED EXCEPT IN THE MOST EXTREME CASES. 6. AERR MEMBERSHIP NOMINEES SHOULD: A. NOT HAVE ANY RELATIVES ELIGIBLE FOR ADVANCEMENT IN THE RATING FOR WHICH THEY ARE APPLYING. B. HAVE RECEIVED AT LEAST A MUST PROMOTE RECOMMENDATION ON THEIR LATEST EVALUATION (WAIVERS MAY BE APPROVED IF STRONG ENDORSEMENTS ARE PROVIDED), AND HAVE NO ADVERSE EVALUATION AS A CHIEF IN THE LAST THREE YEARS. C. BE WITHIN NAVY BODY COMPOSITION STANDARDS AND HAVE PASSED THE MOST RECENT PHYSICAL FITNESS ASSESSMENT. D. NOT HAVE A FLEET RESERVE, RETIREMENT, OR HIGH YEAR TENURE DATE WITHIN ONE YEAR OF THE AERR ADJOURNING. WAIVER MAY BE OBTAINED FOR RATINGS WITH SMALL POPULATIONS. E. NOT HAVE ANY FINANCIAL PROBLEMS.
