THE COMBINED EARLY PROMOTE AND MUST PROMOTE RECOMMENDATIONS MUST NOT EXCEED 60 PERCENT. THE MUST PROMOTE RECOMMENDATION MAY BE INCREASED BY ONE FOR EACH EARLY PROMOTE QUOTA NOT USED. 3.
