AS AN ELEMENT OF NAVY'S HUMAN CAPITAL STRATEGY, THIS MERGER WILL UTILIZE THE STRENGTHS OF THE KNOWLEDGE, SKILLS, AND ABILITIES FOUND IN THE 2 RATINGS AND APPLY THEM EFFICIENTLY TOWARD A UNIFIED MISSION. 2. MERGING THE DISBURSING CLERK AND PERSONNELMAN RATINGS IS ONE OF THE INITIATIVES TO CREATE GREATER EFFICIENCY, SUPPORT OPTIMAL MANNING, AND BETTER ALIGN THE COMBINED RATINGS WITH COMMERCIAL INDUSTRY PRACTICES. BY LEVERAGING TECHNOLOGY WITH SHARED AUTOMATED SYSTEMS, NAVY CAN REDUCE REDUNDANCY IN FUNCTIONS AND TRAINING WHILE IMPROVING THE BUSINESS PROCESS. THIS WILL REDUCE INFRASTRUCTURE COSTS, IMPROVE CUSTOMER SERVICE, AND INCREASE OPPORTUNITY AND QUALITY OF SERVICE FOR SAILORS. 3. OFFICIAL CONVERSION FROM PERSONNELMAN AND DISBURSING CLERK TO PERSONNEL SPECIALIST FOR RATED SAILORS WILL BE AUTOMATIC AND WILL OCCUR ON 1 OCT 05. NO INDIVIDUAL ACTION BY THE MEMBER WILL BE REQUIRED.
