THIS TYPE OF DYNAMIC INCENTIVIZATION IS PART OF SEA WARRIOR AND IS ALSO A KEY COMPONENT OF NAVY'S HUMAN CAPITAL STRATEGY. 2. ASSIGNMENT INCENTIVE PAY IS USED IN CONJUNCTION WITH ENLISTED ASSIGNMENTS, AND IN CASES WHERE TYPE-3 SEA DUTY CREDIT APPLIES TO SHORE ASSIGNMENTS, ASSIGNMENT INCENTIVE PAY REPLACES THE TYPE-3 SEA DUTY CREDIT. THIS NAVADMIN UPDATES THE BUSINESS RULES FOR ASSIGNMENT INCENTIVE PAY AND SUPERSEDES NAVADMIN 161/03. 3. ELIGIBILITY CRITERIA: A. ACTIVE DUTY SERVICE MEMBER. B. SERVING IN A SEA/SHORE ROTATION RATING. C. QUALIFIED FOR JOB REQUESTED, (I.E., RATING, PAYGRADE, NEC, ABLE TO MEET TAKE UP MONTH - EXCEPTIONS DETERMINED THROUGH NORMAL DETAILING PROCESS). D. ELIGIBLE FOR ASSIGNMENT IN A "FOR DUTY" STATUS. E. MEMBER MUST HAVE SUBMITTED AN APPLICATION/BID FOR THE ASSIGNMENT IN THE JOB ADVERTISING AND SELECTION SYSTEM. 4. THE HIGHEST BID ALLOWED IS THE MAXIMUM THE NAVY WILL PAY TO FILL THIS ASSIGNMENT. GENERALLY, THE SAILOR WHO MEETS THE REQUISITE QUALIFICATIONS AND WHO PRESENTS THE LOWEST BID WILL BE SELECTED FOR THE ASSIGNMENT. MEMBERS WHO ACCEPTED ORDERS TO AN ASSIGNMENT AT A LOCATION WHERE ASSIGNMENT INCENTIVE PAY SUBSEQUENTLY BECAME AUTHORIZED WILL CONTINUE TO RECEIVE SEA DUTY CREDIT IN LIEU OF ASSIGNMENT INCENTIVE PAY, IF APPLICABLE. AT THEIR PROJECTED ROTATION DATES, MEMBERS MAY REQUEST A CONSECUTIVE OVERSEAS TOUR ASSIGNMENT AND BID FOR AN ASSIGNMENT INCENTIVE PAY JOB.
