THE SENIOR SURFACE WARFARE OFFICER RETENTION BONUS IS NOW AVAILABLE TO PROVIDE THAT INCENTIVE FOR COMMANDERS AND CAPTAINS PAGE 02 RUEWMFU5754 UNCLAS SERVING IN QUALIFIED BILLETS. ELIGIBLE CANDIDATES WILL RECEIVE $15,000 PER YEAR FOR COMMANDER BILLETS AND $20,000 PER YEAR FOR CAPTAIN BILLETS. QUALIFYING BILLETS ARE RECERTIFIED ANNUALLY BY THE CHIEF OF NAVAL PERSONNEL AND POSTED AT WWW.BUPERS.NAVY.MIL/PERS41/SWOCS. THIS VALUABLE HUMAN CAPITAL STRATEGY INITIATIVE IS EFFECTIVE IMMEDIATELY. 2. THE CHIEF OF NAVAL PERSONNEL WILL DETERMINE ELIGIBILITY OF CANDIDATES, ACCEPT WRITTEN AGREEMENTS BY ELIGIBLE CANDIDATES TO REMAIN ON ACTIVE DUTY IN QUALIFYING BILLETS, AND ADMINISTER THE PROGRAM PURSUANT TO THIS NAVADMIN. AGREEMENTS WILL BE ACCEPTED FROM ALL ELIGIBLE COMMANDERS AND CAPTAINS SERVING IN, OR WITH ORDERS TO, A QUALIFYING BILLET. DESIGNATED AND SERVING AS A (111X) SURFACE WARFARE OFFICER. B. PERMANENTLY APPOINTED OR FROCKED CDR OR CAPT. C. COMPLETED A XO OR XO SPECIAL MISSION TOUR. D. CURRENTLY SERVING IN, OR UNDER ORDERS TO, A QUALIFYING BILLET. E. NOT COMPLETED MORE THAN 24 YEARS OF ACTIVE SERVICE PER 37 U.S.C. 323. THE CRITICAL SKILLS RETENTION BONUS MAY NOT BE PAID TO A MEMBER WHO HAS COMPLETED 25 YEARS OR MORE OF ACTIVE SERVICE OR WHO WILL COMPLETE 25 YEARS OF ACTIVE DUTY BEFORE THE END OF THE PERIOD FOR WHICH THE BONUS IS BEING OFFERED. ADDITIONALLY, THE WRITTEN AGREEMENT TO REMAIN ON ACTIVE DUTY MUST BE FOR A MINIMUM OF 1 YEAR; THEREFORE, OFFICERS WHO ARRIVE IN A QUALIFYING BILLET AFTER 24 YEARS OF ACTIVE SERVICE SHALL BE INELIGIBLE FOR THE BONUS. 5. THE FOLLOWING OUTLINES WHEN BONUS APPLICATIONS SHOULD BE SUBMITTED: A. WHEN AN ELIGIBLE OFFICER IS UNDER ORDERS TO REPORT TO A QUALIFYING BILLET. B. WHEN AN ELIGIBLE RESERVE OFFICER, NOT PRESENTLY ON ACTIVE DUTY, WHO MEETS ALL OF THE REQUIREMENTS DISCUSSED IN PARAGRAPH 4 PAGE 04 RUEWMFU5754 UNCLAS ABOVE, REPORTS FOR ACTIVE DUTY. C. WHEN ACCEPTANCE OF AN AGREEMENT BY A RESERVE OFFICER EXTENDS THE PERIOD OF REQUIRED ACTIVE SERVICE TO COVER THE OBLIGATED SERVICE REQUIREMENT TO RECEIVE THE BONUS. 6. AN OFFICER WITH A PENDING REQUEST FOR RESIGNATION OR RETIREMENT, OR HAS A REQUEST APPROVED BY THE SECRETARY OF THE NAVY, MUST FIRST SUBMIT A RESIGNATION OR RETIREMENT WITHDRAWAL REQUEST BEFORE SUBMITTING AN APPLICATION FOR THE BONUS. APPLICATIONS WILL NOT BE PROCESSED UNTIL THE REQUEST FOR WITHDRAWAL OF RESIGNATION HAS BEEN APPROVED. 7. THE FOLLOWING OUTLINES THE VARIOUS PAYMENT SCHEMES FOR THE BONUS: A. STANDARD EXECUTION. A LUMP SUM PAYMENT EQUIVALENT TO THE FIRST 12 MONTHS OF MONTHLY BONUS PAYMENTS WILL BE PAID TO THE MEMBER REPORTING TO A DESIGNATED BILLET. ON THE FIRST ANNIVERSARY, THE REMAINING BONUS PAYMENTS WILL BE MADE MONTHLY FOR THE DURATION OF THE BONUS AGREEMENT. B. START-UP. OFFICERS SERVING IN A QUALIFYING BILLET WITH A MINIMUM OF 12 MONTHS REMAINING IN THEIR TOUR WILL BE ELIGIBLE FOR THE BONUS.
