AS PART OF THE HUMAN CAPITAL STRATEGY, THIS PROGRAM SEEKS TO ENCOURAGE PROFESSIONAL DEVELOPMENT, REWARD ACHIEVEMENT, AND PROVIDE CAREER INCENTIVES THAT PROMOTE CAREER LONGEVITY. 2. ENLISTED SUPERVISOR RETENTION PAY (ESRP) IS AVAILABLE COMMENCING THE DATE OF THIS NAVADMIN. SAILORS ELIGIBLE FOR THIS PROGRAM WILL NOT BE ELIGIBLE FOR REENLISTMENT INCENTIVES UNDER THE SELECTIVE REENLISTMENT BONUS (SRB) PROGRAM. 3. THIS MESSAGE SUPERSEDES NAVADMIN 159/03 FOR SAILORS EXECUTING ZONE C REENLISTMENTS WHO HOLD ESRP DESIGNATED NEC'S. 4. PROGRAM OVERVIEW: ESRP USES THE CRITICAL SKILLS RETENTION BONUS (CSRB) LEGISLATIVE AUTHORITY, AND WILL BE UTILIZED AS THE RETENTION INCENTIVE FOR MEMBERS ASSIGNED CERTAIN SPECIFIC CRITICAL NEC'S, AS APPROVED BY THE SECRETARY OF DEFENSE. CNO (N133) WILL ACT AS THE ESRP PROGRAM MANAGER UNTIL FURTHER NOTICE. A. UNDER CURRENT DOD GUIDANCE, CSRB INCENTIVES ARE POSSIBLE THROUGH 25 YEARS OF ACTIVE DUTY, AND A MEMBER MAY RECEIVE A CUMULATIVE TOTAL OF $200K SRB/CSRB IN A NAVAL CAREER. B. (2) THE ESRP AWARD PAYMENT STRUCTURE WILL BE IDENTICAL TO THE SRB PROGRAM, IN WHICH 50 PERCENT OF THE CONTRACT AWARD WILL BE PAID UPON CONTRACT EXECUTION, WITH THE REMAINDER BEING PAID IN EQUAL INSTALLMENTS ON 1 OCTOBER FOR EACH REMAINING YEAR OF THE ESRP REENLISTMENT CONTRACT. (3) ESRP REENLISTMENT CONTRACTS WILL BE LIMITED TO $100K DUE TO PROGRAM FISCAL CONSTRAINTS. D. AN ESRP DESIGNATED SAILOR IN ZONE C WHO HAS REENLISTED UNDER A PREVIOUSLY APPROVED SRB REENLISTMENT AUTHORITY, AS OF THE EFFECTIVE DATE OF THE ESRP PROGRAM, WILL RECEIVE SRB FOR THE TERM OF THEIR CONTRACT. AN ELIGIBLE SAILOR WITH A COMNAVPERSCOM APPROVED SRB REQUEST, WHO HAS NOT YET REENLISTED OR EXECUTED AN SRB QUALIFYING EXTENSION OR REENLISTMENT, AND WHO WOULD BENEFIT FROM REENLISTMENT UNDER THE ESRP PROGRAM, MUST CANCEL THE SRB REQUEST AND RESUBMIT AN ESRP REENLISTMENT REQUEST. E. SAILORS IN ZONES A AND B ARE NOT ELIGIBLE FOR ESRP, BUT WILL CONTINUE TO BE ELIGIBLE FOR REENLISTMENT INCENTIVES UNDER THE SRB PROGRAM. F. ESRP REQUESTS FOR PERSONNEL WHO ARE BEING PROCESSED FOR NEC REMOVAL OR RESTORATION WILL BE HELD IN ABEYANCE PENDING FINAL RESOLUTION. 5. APPLICATION PROCESS. ESRP REENLISTMENT REQUESTS SHOULD BE SUBMITTED 35-120 DAYS IN ADVANCE OF A SAILOR'S DESIRED REENLISTMENT DATE TO ENSURE THE APPROVAL MESSAGE REACHES THE SAILOR'S COMMAND IN A TIMELY MANNER. A. THE OFFICER PERSONNEL INFORMATION SYSTEM (OPINS) FORMAN PROGRAM HAS BEEN UPDATED TO PROCESS ESRP REENLISTMENT REQUESTS, AND EMPLOYS THE SAME PROCESS USED TO REQUEST AND APPROVE SRB REENLISTMENT REQUESTS. CAREER COUNSELORS AND PERSONNEL SUPPORT DETACHMENTS ARE FAMILIAR WITH THIS PROGRAM AND SHOULD USE IT AS THE PREFERRED METHOD OF ESRP REQUEST SUBMISSION. THE ESRP REQUEST TYPE IS 3AA FOR SAILORS ON ACTIVE DUTY AND 3BB FOR BROKEN SERVICE REQUESTS. IN THE EVENT OPINS IS NOT AVAILABLE, THEN FAX, EMAIL (SCANNED COPY OF REQUEST), OR MAIL THE REQUEST DIRECTLY TO THE ESRP PROGRAM MANAGER UTILIZING THE FORMAT FOUND IN THE ESRP POLICY MEMORANDUM.
