IN SUPPORT OF THIS, TWO VALUABLE PROGRAMS ARE NOW AVAILABLE TO QUALITY TRANSITIONING SAILORS - THE U.S. NAVAL RESERVE AND THE U.S. ARMY BLUE-TO-GREEN PROGRAM. THESE PROGRAMS ARE OPTIONS FOR SAILORS SEPARATING UNDER HONORABLE CONDITIONS TO THE CIVILIAN COMMUNITY. A. THE NAVAL RESERVE IS A GREAT WAY FOR SAILORS TO CONTINUE DEVELOPING THE KNOWLEDGE, SKILLS, AND ABILITIES THEY ACQUIRED WHILE ON ACTIVE DUTY. OUR RESERVE FORCES ARE VITAL TO NAVY'S MISSION AROUND THE WORLD, AND IT IS CRITICAL TO HAVE EXPERIENCED SAILORS CONTINUING THEIR SERVICE IN THE NAVAL RESERVE. B. THE BLUE-TO-GREEN PROGRAM IS DESIGNED TO ALLOW SAILORS IN SPECIFIC SKILL SETS TO TRANSITION DIRECTLY INTO CRUCIAL ARMY BILLETS. THIS PLAN ENABLES THE ARMY TO TAP INTO THE SKILLS AND EXPERIENCE OF OUR SAILORS WHILE PROVIDING SAILORS IN OVERMANNED RATINGS WHO DO NOT CONVERT TO ANOTHER RATING AND/OR SAILORS WHO ARE TRANSITIONING AT THE END OF THEIR CONTRACT, THE OPPORTUNITY FOR CONTINUED SERVICE AND ADVANCEMENT. BLUE-TO-GREEN IS AVAILABLE FOR JUNIOR OFFICERS IN PAYGRADES O1-O3 AND SAILORS IN PAYGRADES E1-E5. 2. MILPERSMAN ARTICLES 1900 TO 1920 GOVERN SEPARATIONS. SAILORS PARTICIPATING IN BLUE-TO-GREEN WILL RECEIVE A DD FORM 368 (CONDITIONAL RELEASE) FROM THEIR ARMY RECRUITER. UNIT COMMANDING OFFICERS ARE AUTHORIZED TO COMPLETE AND SIGN THE DD FORM 368 FOR SAILORS WITH SEPARATION ORDERS OR CONFIRMED SEPARATION DATES TO INCLUDE PERFORM-TO-SERVE, HIGH-YEAR-TENURE, INVOLUNTARY RELEASE FROM ACTIVE DUTY, OR MEETING THE REQUIREMENTS OF A COMMANDING OFFICER APPROVED EARLY TRANSITION PROGRAM. ENLISTED ACTIVE OBLIGATED SERVICE WILL NOT BE ADJUSTED FOR EARLY RELEASE EXCEPT UNDER AN APPROVED EARLY TRANSITION PROGRAM. 3.
