THE NAVY'S VOLUNTARY EDUCATION (VOLED) PROGRAM PROVIDES SAILORS WITH THE OPPORTUNITY TO PURSUE THEIR EDUCATIONAL GOALS DURING OFF-DUTY TIME AND REFLECTS THE NAVY'S STRONG COMMITMENT TO THE PROFESSIONAL AND PERSONAL DEVELOPMENT OF ITS PERSONNEL. DURING THE PAST TWO YEARS, THE NAVY HAS MADE SIGNIFICANT STRIDES IN IMPROVING ITS EDUCATION AND TRAINING STRATEGY THROUGH THE CNO- DIRECTED REVOLUTION IN TRAINING AND THIS INITIATIVE HAS PROMPTED A PAGE 02 RUEWMCS0103 UNCLAS COMPREHENSIVE REVIEW OF THE NAVY'S VOLED PROGRAM. 2. REF A HAS CONTINUED TO PROVIDE POLICY AND GUIDANCE FOR NAVY VOLED PROGRAMS FOR MORE THAN 16 YEARS, BUT NO LONGER SUPPORTS THE DIRECTION AND FOCUS OF THE NAVY'S EDUCATION STRATEGIES. ORGANIZATION AND PROGRAM ALIGNMENT CHANGES MADE DURING THE PAST TWO YEARS HAVE CREATED BOTH OVERLAPS AND GAPS IN RESPONSIBILITIES AND PROGRAM SERVICES WITHIN THE NAVY VOLED ARENA. IN ADDITION, FUNDING CHALLENGES AND A GREATER EMPHASIS ON DEVELOPING JOINT INITIATIVES, HAS INCREASED THE NEED FOR THE NAVY TO ENSURE IT OPERATES AND MANAGES ITS VOLED PROGRAM IN THE MOST EFFICIENT AND COST-EFFECTIVE MANNER WHILE CONTINUING TO PROVIDE QUALITY EDUCATIONAL OPPORTUNITIES TO SAILORS. 3. TO PROPERLY ALIGN VOLED PROGRAMS AND ASSOCIATED RESOURCES, A WORKING GROUP HAS BEEN CHARTERED TO EVALUATE ALL NAVY VOLED ORGANIZATIONS, PROCESSES AND PROGRAMS. THIS TEAM WILL EVALUATE WORK CURRENTLY BEING PERFORMED IN SUPPORT OF VOLED PROGRAMS WITHIN ALL ORGANIZATIONS, DIRECTLY OR INDIRECTLY, INVOLVED IN THIS PROCESS. THE TEAM WILL ALSO RECOMMEND IMPROVEMENTS TO HOW WORK SHOULD BE ALIGNED WITHIN THE ORGANIZATION. THEY WILL CONDUCT A REVIEW OF ORGANIZATIONAL STRUCTURES AND RELATIONSHIPS, MANNING, PAGE 03 RUEWMCS0103 UNCLAS PROGRAM PROCESSES, PROGRAM EFFECTIVENESS, AND EDUCATIONAL TOOL DEVELOPMENT. TO HELP ACCOMPLISH THIS, AN EVALUATION TEAM WILL BE CONDUCTING SITE VISITS TO NORFOLK; SAN DIEGO; MAYPORT; WASHINGTON, DC; BREMERTON; BANGOR; WHIDBEY ISLAND; EVERETT; AND HAWAII. THESE VISITS WILL INCLUDE MEETINGS WITH REGIONAL COMMANDERS, COMMANDING OFFICERS, ON-BASE INSTITUTIONS AND SAILORS, AND ARE DESIGNED TO FACILITATE OPEN, TWO-WAY DIALOGUE CONCERNING VOLED ISSUES. 4. IN ADDITION TO SITE VISITS, TARGETED EDUCATION SURVEYS WILL BE MADE AVAILABLE TO BOTH SAILORS AND COMMANDS IN ORDER TO GATHER SPECIFIC INFORMATION REGARDING EACH OF THE NAVY'S EDUCATION PROGRAMS. TO FACILITATE THE SUCCESS OF THIS EXTREMELY IMPORTANT REVIEW, WE ASK THAT EACH COMMAND AND SAILOR COMPLETE THE SURVEY. THE INFORMATION COLLECTED FROM THESE SURVEYS WILL BE INSTRUMENTAL IN REFINING EXISTING PROGRAMS AND DEVELOPING ADDITIONAL PROGRAMS TO BETTER SERVE THE FLEET. THESE SURVEYS WILL BE AVAILABLE ONLINE. ACCESS TO THE COMMAND SURVEYS REQUIRES A USERNAME AND PASSWORD. USERNAME, PASSWORD AND URL ADDRESSES WILL BE PROVIDED UNDER SEPCOR. IT IS IMPERATIVE COMMANDS ENSURE ALL PERSONNEL ARE MADE AWARE OF THE SURVEY AND ENCOURAGED TO COMPLETE IT. SURVEYS ARE EXPECTED TO BE ON LINE FOR 14 DAYS BEGINNING 6 SEP 04. THIS INITIATIVE WILL BEST SUCCEED IF EVERY SAILOR TAKES AN ACTIVE ROLE IN PARTICIPATING WHEN AND WHERE THEY CAN.
