THIS MESSAGE AMPLIFIES REFS A THROUGH D AND PROVIDES INFORMATION ON PROCESS CHANGES TO THE NAVY'S ENLISTED LEADERSHIP DEVELOPMENT PROGRAM (LDP), ATTENDANCE POLICY AND IMPLEMENTATION DETAILS. 2. IN SUPPORT OF THE NAVY'S REVOLUTION-IN-TRAINING, A NEW LDP CONTINUUM IS BEING IMPLEMENTED. THE NEW CONTINUUM CONSISTS OF LEARNING OPPORTUNITIES THAT ARE TAILORED TO THE EDUCATIONAL NEEDS OF SPECIFIC LEADERSHIP POSITIONS (BILLETS) OR ROLES WITHIN THE CHAIN OF COMMAND INSTEAD OF MORE GENERIC REQUIREMENTS FOR INDIVIDUAL PAYGRADES. FOR EXAMPLE, A SAILOR IN THE POSITION OF LEADING PETTY OFFICER MAY BE A PO2 OR A PO1 AND NEEDS APPROPRIATE EDUCATION TO SUPPORT THEIR PERFORMANCE IN THIS ROLE. THE LDP IS DESIGNED TO PROVIDE ALL NAVY PERSONNEL WITH THE NECESSARY LEADERSHIP TOOLS TO MEET THE COMPETENCIES SPECIFIC TO ANY GIVEN LEADERSHIP ROLE THROUGHOUT A SAILOR'S CAREER. 3. THE CURRICULA TO SUPPORT THE NEW LDP CONTINUUM INCLUDE BLENDED LEARNING SOLUTIONS DESIGNED TO INCREASE QUALITY OF INSTRUCTION, IMPROVE PERFORMANCE AND PROVIDE INCREASED LEADERSHIP TRAINING OPPORTUNITIES FOR OUR SAILORS. SAILORS WILL SOON BE ABLE TO ACCELERATE THEIR LEADERSHIP TRAINING AND REDUCE FORMAL COURSE REQUIREMENTS BY COMPLETING ON-LINE LDP COURSES AVAILABLE ON NAVY E-LEARNING. FIRST LINE LEADERSHIP DEVELOPMENT PROGRAM (FLLDP) SUPPORTS SAILORS, E3-E5, ASSIGNED THE FIRST LEADERSHIP POSITION WITHIN THE CHAIN OF COMMAND AND RESPONSIBLE FOR THE GROWTH, DEVELOPMENT, AND DAILY DIRECTION OF SUBORDINATES (E.G., POSITIONS SUCH AS WORK CENTER SUPERVISOR, FLIGHT LINE LEADER, CREW LEADER, ETC.). B. PRIMARY LEADERSHIP DEVELOPMENT PROGRAM (PLDP) SUPPORTS SAILORS, E5-E6, ASSIGNED THE LEADERSHIP ROLE AND RESPONSIBLE FOR THE PLANNING AND EXECUTION OF DIVISIONAL FUNCTIONS, TO INCLUDE THE PROFESSIONAL AND PERSONAL GROWTH OF PERSONNEL WITHIN THAT DIVISION (E.G., POSITIONS SUCH AS LPO, SQUAD LEADER, ASST PLATOON COMMANDER, ETC.). C. ADVANCED LEADERSHIP DEVELOPMENT PROGRAM (ALDP) SUPPORTS SAILORS, E6-E7, ASSIGNED THE LEADERSHIP ROLE AND RESPONSIBLE FOR THE ADMINISTRATION, SUPERVISION, AND TRAINING OF DIVISIONAL/ DEPARTMENTAL PERSONNEL, TO INCLUDE THE PROFESSIONAL AND PERSONAL GROWTH OF PERSONNEL WITHIN THAT DIVISION AND/OR DEPARTMENT (E.G., POSITIONS SUCH AS DIVISION/DEPARTMENTAL LEADING PO/CPO, OPERATIONS CHIEF, FLIGHT DECK SUPERVISOR, PLATOON COMMANDER, ETC.). D. COMMAND LEADERSHIP DEVELOPMENT PROGRAM (CLDP) FOR E8-E9 AND EXECUTIVE LEADERSHIP DEVELOPMENT (ELDP) FOR FLTCM, FORCM, CNOCM, ETC., ARE CURRENTLY UNDER DEVELOPMENT. DETAILS WILL BE ANNOUNCED BY SEPCOR. 5. IMPLEMENTATION GUIDELINES: A. POSITION ASSIGNMENT: LDP COMPLETION WILL BE DISPLAYED ON THE LEADERSHIP VECTOR FOR EACH RATING AS IT BECOMES ACTIVE ON THE FIVE-VECTOR MODEL (5VM). IN THE INTERIM, FOR SAILORS WHOSE RATINGS ARE NOT YET ACTIVE ON THE 5VM, PROGRESS CAN BE TRACKED VIA THE CNL SITE ON NKO. GIVEN IMPORTANT CAREER, ASSIGNMENT AND DETAILING IMPLICATIONS, IT IS VITAL THAT EVERY COMMAND AND SAILOR ENSURE TIMELY LDP COMPLETION. ENLISTED SAILORS SHALL COMPLETE THE CORRESPONDING LDP, AS OUTLINED IN PARAGRAPH FOUR ABOVE, PRIOR TO LEADERSHIP ROLE ASSIGNMENT. IF OPERATIONAL REQUIREMENTS NECESSITATE INTERIM ASSIGNMENT OF PERSONNEL TO LEADERSHIP POSITIONS BEFORE THEY HAVE COMPLETED THE APPLICABLE LDP, EVERY EFFORT SHOULD BE MADE TO ENSURE LDP COMPLETION AT THE EARLIEST OPPORTUNITY. B. ADVANCEMENT REQUIREMENT. LEADERSHIP TRAINING COURSE (LTC) COMPLETION REQUIREMENTS FOR ADVANCEMENT WILL MIGRATE AND ALIGN WITH THE NEW LDP AND EACH INDIVIDUAL'S FIVE-VECTOR MODEL. (1) EFFECTIVE AUG 04 (CYCLE 075) FOR NAVAL RESERVE PERSONNEL AND SEP 04 (CYCLE 184) FOR ACTIVE DUTY PERSONNEL, SUCCESSFUL COMPLETION OF THE PREVIOUS PO2 LTC (OR NEW FLLDP) WILL NO LONGER BE REQUIRED TO PARTICIPATE IN THE E6 ADVANCEMENT EXAM OR ADVANCE TO PO1. (2) COMMENCING WITH THE FY06 E8 ACTIVE DUTY, NAVAL RESERVE AND FULL TIME SUPPORT (FTS) SELECTION BOARDS, SUCCESSFUL COMPLETION OF THE PREVIOUS CPO LTC (OR NEW ALDP) WILL NO LONGER BE REQUIRED TO PARTICIPATE IN THE SELECTION BOARDS OR ADVANCE TO SCPO. (3) ADVANCEMENT ELIGIBILITY REQUIREMENTS OUTLINED IN REF D REMAIN IN EFFECT FOR TAKING PART IN THE ADVANCEMENT EXAM FOR CPO. (4) COMMENCING WITH THE FY06 ACTIVE DUTY, RESERVE AND FTS E7 SELECTION BOARDS, WAIVERS FOR ATTENDANCE REQUIREMENTS OUTLINED IN REF D WILL NO LONGER BE AUTHORIZED FOR BOARD PARTICIPATION OR TAKING PART IN ADVANCEMENT EXAMS FOR CPO. COMMANDING OFFICERS WILL ENSURE COMPLIANCE THROUGH LOCAL EXAM PROCEDURES. C. GRANDFATHER CLAUSES: (1) PREVIOUS COMPLETION OF THE PO2 LTC SATISFIES LEADERSHIP DEVELOPMENT REQUIREMENTS FOR FLLDP POSITION ASSIGNMENTS AND ADVANCEMENT. (2) PREVIOUS COMPLETION OF THE PO1 LTC SATISFIES LEADERSHIP DEVELOPMENT REQUIREMENTS FOR PLDP POSITION ASSIGNMENTS AND ADVANCEMENT. (3) PREVIOUS COMPLETION OF THE CPO LTC SATISFIES LEADERSHIP DEVELOPMENT REQUIREMENTS FOR ALDP POSITION ASSIGNMENTS AND ADVANCEMENT. 6. CURRICULA EXECUTION: A. EFFECTIVE IMMEDIATELY, LDP CURRICULA WILL BE PROVIDED BY CNL LEARNING SITES (FORMERLY NAVLEAD TRAINING SITES AND NAVAL LEADERSHIP TRAINING UNITS) AND MOBILE TRAINING TEAM VISITS AS ANNOUNCED BY REF C. CURRENT CLASS CONVENINGS AND MASTER SCHEDULES FOR FY04 REMAIN IN EFFECT FOR ALL CNL LEARNING SITES. B. COMMANDERS/COMMANDING OFFICERS SHALL ENSURE TIMELY LDP COMPLETION AS APPROPRIATE, AND THAT PERSONNEL ATTENDING LDP COURSES ARE RELEASED FROM ALL DUTIES AND TASKING AT THEIR COMMAND. 7.
