THE NAVY'S REVOLUTION IN TRAINING STARTED TWO YEARS AGO. TASK FORCE EXCEL (EXCELLENCE THROUGH COMMITMENT TO EDUCATION AND LEARNING) WAS STOOD UP TO SEEK OUT BEST PRACTICES AND HELP DEVELOP THE PROCESSES AND POLICIES NECESSARY TO ACCOMPLISH THE CNO'S VISION OF A TOTAL TRANSFORMATION OF THE NAVY'S EDUCATION AND TRAINING FOCUS AND EXECUTION. WHEN CNO DEMANDED THAT WE "CHALLENGE ALL ASSUMPTIONS", IT WAS A CLEAR CALL TO THINK OF NEW WAYS TO ENHANCE OPERATIONAL READINESS THROUGH THE PROFESSIONAL AND PERSONAL DEVELOPMENT OF ALL SAILORS. OVER THE PAST TWO YEARS, OUR NAVY HAS MADE SIGNIFICANT STRIDES IN REDESIGNING ITS HUMAN RESOURCE PROCESSES UNDER A VARIETY OF TRAINING/EDUCATION AND MANPOWER INITIATIVES. THESE VARIOUS INITIATIVES CAME UNDER THE BANNERS OF TASK FORCE EXCEL, IMPROVING THE NAVY WORKFORCE, PROJECT SAIL AND OTHERS. THEY WERE DESIGNED TO IMPROVE FLEET READINESS THROUGH ENHANCED CAREER DEVELOPMENT AND ASSIGNMENT OF THE NAVY PROFESSIONALS NEEDED FOR TODAY'S AND FUTURE OPERATIONAL FORCES. THESE EFFORTS ARE EVOLVING INTO THE OVERARCHING CONCEPT KNOWN AS SEA WARRIOR. 2. BETWEEN NOW AND THE END OF DECEMBER, NETC WILL BE GOING "LIVE" WITH ADDITIONAL ENLISTED RATINGS ON THE FIVE VECTOR MODEL (5VM). THESE WILL INCLUDE RATINGS FROM AVIATION, SURFACE ENGINEERING, CRYPTOLOGIC TECHNICIAN AND CONSTRUCTION CAREER FIELDS AND IS PART OF A DEVELOPMENT PROCESS THAT WILL EVENTUALLY LEAD TO A FULLY FUNCTIONAL 5VM. THE 5VM WILL SOON BE THE PRIMARY CAREER MANAGEMENT TOOL FOR ALL SAILORS AND WILL PLAY A CRITICAL ROLE IN THE SEA WARRIOR PROCESS, INCLUDING PROFESSIONAL/PERSONAL GROWTH AND DEVELOPMENT, THE DISTRIBUTION PROCESS, LEARNING OPPORTUNITIES AND DELIVERY OF KNOWLEDGE, AND ULTIMATELY, IMPROVED FLEET READINESS. ACCESSED THROUGH NAVY KNOWLEDGE ONLINE (WWW.NKO.NAVY.MIL), SAILORS WILL BE ABLE TO DETERMINE THEIR PROFESSIONAL STATUS, PINPOINT CAREER MILESTONES, AND IDENTIFY THE SKILL REQUIREMENTS NEEDED FOR SPECIFIC JOBS IN THE FLEET. ADDITIONALLY, THE 5VM MODEL WILL ALLOW SAILORS TO REVIEW AND COMPARE THEIR OWN AND ALTERNATE CAREER PATHS, THEIR ELECTRONIC TRAINING JACKET, AND IT WILL ALLOW THEM TO ENROLL IN ONLINE COURSES OF INSTRUCTION THAT WILL SATISFY EXISTING TRAINING REQUIREMENTS FOR BILLETS THROUGHOUT THE FLEET. 3. WHILE THE BETA 5VM (TEST VERSION) FOR THESE RATINGS WILL NOT BE 100 PERCENT FUNCTIONAL, IT IS THE NEXT STEP IN DELIVERING A POWERFULLY CAPABLE TOOL THAT WILL ULTIMATELY ENABLE SAILORS TO HELP PLAN THEIR CAREERS AND ACHIEVE IMPORTANT CAREER MILESTONES IN THE SEA WARRIOR BUSINESS MODEL. WE WILL CONTINUE TO DEVELOP THE 5VM ON NAVY KNOWLEDGE ONLINE AND INTEND TO BRING ALL RATINGS ONLINE BY MARCH/APRIL 2004, CAPTURING THE IMPORTANT LESSONS LEARNED FROM THIS BETA TEST. CONSTRUCTIVE SAILOR FEEDBACK IS VITAL TO THIS PROCESS. WE NEED THOUGHTFUL INPUT TO WORK OUT ANY SYSTEM BUGS, TO ENHANCE USABILITY AND TO MAKE NECESSARY UPGRADES. TO HELP SAILORS BECOME MORE FAMILIAR WITH THE 5VM, WE HAVE PROVIDED A SHORT DEMO AND TUTORIAL - BOTH OF WHICH ARE AVAILABLE TO ALL SAILORS ON THE NAVY KNOWLEDGE ONLINE WEBSITE. 4. THE 5VM WILL EVENTUALLY BE A KEY PART OF EVERY SAILOR'S CAREER TOOL BOX.
