THIS MESSAGE ANNOUNCES THE ESTABLISHMENT OF AN ASSIGNMENT INCENTIVE PAY (AIP) PILOT PROGRAM. AIP IS A FINANCIAL INCENTIVE DESIGNED TO ATTRACT QUALIFIED SAILORS TO CERTAIN LOCATIONS DESIGNATED BY THE SECRETARY OF DEFENSE. AN INTEGRAL PART OF SEA WARRIOR AND OUR FORCE-SHAPING EFFORTS, AIP WILL ENHANCE COMBAT READINESS BY EFFICIENTLY DISTRIBUTING SAILORS WHERE THEY ARE MOST NEEDED. THIS PILOT PROGRAM WILL OFFER SAILORS UP TO $450.00 PER MONTH FOR ASSIGNMENTS TO COMMANDS IN MISAWA, JAPAN, NAPLES, ITALY AND SIGONELLA, SICILY. 2. AIP WILL EMPLOY A MARKET-BASED APPROACH, ALLOWING SAILORS TO SET THE "PRICE" FOR A PARTICULAR ASSIGNMENT (BELOW THE NAVY ESTABLISHED MAXIMUM). NAVY CAN THEREFORE MEET SAILOR EXPECTATIONS OF A FAIR INCENTIVE FOR THE ASSIGNMENT AND IMPROVE FLEET MANNING. INITIALLY, AIP WILL ONLY BE OPEN TO ENLISTED PERSONNEL. 3. AIP IS A SPECIAL PAY AND, AS SUCH, CAN BE CONTRIBUTED TO THE THRIFT SAVINGS PLAN (TSP). AN ELECTION TO CONTRIBUTE ALL OR A PORTION OF SPECIAL PAY TO TSP MAY ONLY BE MADE DURING A TSP OPEN SEASON. 4. AIP JOBS WILL BE IDENTIFIED IN THE JOB ADVERTISING AND SELECTION SYSTEM (JASS) APPLICATION SCREEN BEGINNING WITH THE 23 JUN 2003 REQUISITION CYCLE. COMMANDS USING THE JASS CLIENT MUST DOWNLOAD VERSION 5.6 IN ORDER TO SUBMIT APPLICATIONS AND BIDS FOR AIP JOBS. THIS VERSION CAN BE DOWNLOADED FROM HTTPS:/WWW.JASS.NAVY.MIL OR HTTP:/WWW.BUPERS.NAVY.MIL/JASS. EARLIER VERSIONS WILL NO LONGER BE SUPPORTED. SAILORS WILL VIEW JOBS AND SUBMIT APPLICATIONS PER EXISTING PROCEDURES. SHOULD A SAILOR WISH TO APPLY FOR A JOB THAT HAS AN INCENTIVE ASSOCIATED WITH IT (AS IDENTIFIED BY AN AIP ICON), HE/SHE WILL SELECT A BID FROM THE PULL DOWN MENU PROVIDED. THE HIGHEST BID ALLOWED IS THE MAXIMUM THE NAVY IS WILLING TO PAY TO FILL THIS ASSIGNMENT. THE SAILOR SHOULD THEN SUBMIT A BID THAT HE/SHE WOULD BE WILLING TO ACCEPT TO TAKE THE ASSIGNMENT, UNDERSTANDING THAT THE MOST QUALIFIED, LOWEST BIDDER WILL GENERALLY BE SELECTED FOR THE ASSIGNMENT. 5. IN THE EVENT THE SAILOR'S CAREER COUNSELOR IS UNAVAILABLE, HE/SHE SHOULD ATTEMPT TO CONTACT THE CAREER COUNSELOR AT THE NEAREST FLEET CONCENTRATION AREA, READINESS SUPPORT GROUP (RSG). THE RSG COUNSELOR WILL SUBMIT THE SAILOR'S APPLICATION/BID. IF UNABLE TO CONTACT EITHER, SAILORS MAY CONTACT PERS-40DD AT (901) 874-3545/DSN 882. 6. NO ASSIGNMENTS WILL BE MADE DURING THE JASS APPLICATION CYCLE TO AIP JOBS. AT THE CLOSE OF THE JASS CYCLE, DETAILERS WILL REVIEW ALL APPLICATIONS AND MAKE SELECTIONS. 7. IN THE EVENT THERE ARE NO QUALIFIED BIDDERS OVER MULTIPLE BIDDING CYCLES, ACTIONS MAY BE TAKEN TO INCREASE THE NAVY MAXIMUM AIP AMOUNT. SAILORS SHOULD NOT INTERPRET THIS AS JUSTIFICATION TO DELAY BIDDING AWAITING HIGHER AWARD LEVELS. IF THE SAILOR DESIRES THE ASSIGNMENT, THEY SHOULD SUBMIT THEIR REALISTIC BID AT THE EARLIEST OPPORTUNITY, REMEMBERING THAT OTHER SAILORS MAY ALSO BE BIDDING FOR THE SAME ASSIGNMENT. 8. ELIGIBILITY: A. USN/USNR ACTIVE DUTY PERSONNEL ONLY. SELRES, TAR, IRR, AND ADSW PERSONNEL ARE NOT ELIGIBLE FOR AIP AT THIS TIME. B. IN A SEA/SHORE ROTATION RATING. PERSONNEL UNDER CONUS/OUTUS ROTATION ARE NOT ELIGIBLE. C. QUALIFIED FOR JOB REQUESTED (I.E., RATING, PAYGRADE, NEC, ABLE TO MEET TAKE UP MONTH - EXCEPTIONS DETERMINED THROUGH NORMAL DETAILING PROCESS). D. SAILORS ON THEIR INITIAL ASSIGNMENT WILL NOT BE ENTITLED TO AIP (THESE INCLUDE INITIAL ASSIGNMENT FROM RECRUIT TRAINING, A OR C SCHOOL, OR DIRECT PROCUREMENT PERSONNEL). E. MUST APPLY FOR AN INCENTIVIZED JOB THROUGH JASS. F. MUST BE ELIGIBLE FOR ASSIGNMENT IN A "FOR DUTY" STATUS. 9. THE ORDERS ISSUED TO A SAILOR SELECTED FOR AN AIP ASSIGNMENT WILL INCLUDE A STATEMENT SIMILAR TO THE FOLLOWING: "MEMBER IS ENTITLED TO $(AIP AMOUNT) ASSIGNMENT INCENTIVE PAY (AIP) PER MONTH FOR THE DURATION OF ASSIGNMENT TO (ULTIMATE DUTY STATION) AS INDICATED IN THESE ORDERS PLUS ANY EXTENSIONS. THIS ENTITLEMENT WILL COMMENCE WHEN THE MEMBER REPORTS TO THE ASSIGNMENT AND IS TERMINATED UPON PERMANENT TRANSFER FROM (ULTIMATE DUTY STATION). ENSURE MEMBER SIGNS FOLLOWING SERVICE RECORD PAGE 13 ENTRY: "I UNDERSTAND THAT THIS ASSIGNMENT ENTITLES ME TO ASSIGNMENT INCENTIVE PAY (AIP) AS STIPULATED IN MY ORIGINAL ORDERS. I FURTHER UNDERSTAND THAT THIS ENTITLEMENT IS FOR THE DURATION OF THE ASSIGNMENT AND THAT AIP WILL STOP WHEN I AM PERMANENTLY TRANSFERRED FROM THE ASSIGNMENT, REGARDLESS WHETHER THE ORIGINAL PERIOD OF THE ASSIGNMENT IS REDUCED." 10. AIP WILL COMMENCE WHEN THE MEMBER REPORTS TO THE ACTIVITY FOR WHICH THE INCENTIVE WAS AWARDED. AIP WILL CONTINUE UNTIL THE SAILOR PERMANENTLY DETACHES FROM THE ACTIVITY. AIP WILL BE PRORATED DURING INCOMPLETE MONTHS. QUESTIONS CONCERNING PAYMENT OF AIP SHOULD FIRST BE ADDRESSED TO DISBURSING. 11. A SAILOR ORDERED TO AN AIP JOB WHOSE ORDERS ARE SUBSEQUENTLY MODIFIED WILL RECEIVE THE ORIGINAL AIP LEVEL IF REPORTING TO THE ORIGINAL ULTIMATE DUTY STATION. 12. A SAILOR ORDERED TO AN AIP JOB, WHO IS SUBSEQUENTLY DIVERTED TO A DIFFERENT LOCATION WILL RECEIVE THE ORIGINAL AIP LEVEL PROVIDED THE NEW LOCATION HAS AIP AUTHORIZED. IF AIP IS NOT AUTHORIZED AT THE NEW LOCATION, THE SAILOR WILL LOSE AIP ENTITLEMENT. 13. A SAILOR UNDER ORDERS TO AN AIP LOCATION WHO INITIATES A REQUEST TO CHANGE HIS/HER ORDERS RESULTING IN THE ORDERS BEING CANCELED WILL HAVE TO REAPPLY/BID FOR A NEW JOB. 14. IN CASES WHERE SAILORS ARE ASSIGNED TO JOBS FOR WHICH THEY DID NOT VOLUNTEER, BUT WHERE AIP IS IN EFFECT, THE SAILOR WILL RECEIVE AIP AT AN AMOUNT BELOW THE MAXIMUM AIP FOR THE JOB IN EXISTENCE AT THE TIME THE ORDERS ARE ISSUED. 15. SAILORS REQUESTING EXTENSIONS IN JOBS WHERE THEY ARE DRAWING AIP WILL CONTINUE TO DRAW AIP AT THE ORIGINAL LEVEL. "RE-BIDDING" WILL NOT BE AUTHORIZED. 16. SAILORS ALREADY ASSIGNED TO ACTIVITIES IN LOCATIONS WHERE AIP IS AUTHORIZED AND WHO ARE CURRENTLY RECEIVING SEA DUTY CREDIT WILL CONTINUE TO EARN SEA DUTY CREDIT BUT WILL NOT BE ELIGIBLE FOR AIP. THEY WILL CONTINUE TO BE ELIGIBLE FOR OTHER OVERSEAS PROGRAM BENEFITS. AT PRD, THESE PERSONNEL ARE ELIGIBLE TO REQUEST CONSECUTIVE OVERSEAS ASSIGNMENT IN THE AIP LOCATION FOR SHORE DUTY. IF SELECTED, THEY WILL BE ENTITLED TO AIP. PERSONNEL UNDER ORDERS TO AN AIP LOCATION PRIOR TO PROGRAM IMPLEMENTATION WILL NOT BE ENTITLED TO AIP, BUT WILL RECEIVE SEA DUTY CREDIT. 17. AIP WILL NOT BE PAID IN CONJUNCTION WITH LOCATION SELECTIVE REENLISTMENT BONUS (LSRB) FOR THE SAME ASSIGNMENT. 18. PERIODS OF TAD OR LEAVE FROM THE AIP COMMAND WILL NOT AFFECT AIP ENTITLEMENT.
