PTS IS WORKING. OF THE 8,000 APPLICATIONS RECEIVED AND PROCESSED IN MARCH 2003, OVER 6,000 SAILORS WERE REVIEWED FOR REENLISTMENT IN-RATE OR CONVERSION. DESPITE THE VOLUME OF INITIAL APPLICATIONS SUBMISSION ERRORS WERE FEW AND RELATIVELY MINOR IN NATURE. THAT SAID, FLEET FEEDBACK SEEMS TO INDICATE THE DESIRE FOR MORE INFORMATION AND CLARIFICATION ABOUT THE APPLICATION AND REVIEW PROCESS. THIS NAVADMIN IS DESIGNED TO MEET THAT NEED. 2. INITIAL RESULTS. IN THE FIRST MONTH OF PTS 30 PERCENT OF ELIGIBLE SAILORS WERE APPROVED TO REENLIST IN RATE, WITH ANOTHER FIVE PERCENT APPROVED FOR CONVERSION. THE REMAINING SAILORS, 65 PERCENT OF PTS APPLICANTS, WERE RE-EVALUATED THIS MONTH, ALONG WITH THE ADDITIONAL NEW APPLICANTS. ANOTHER 30 PERCENT WERE APPROVED TO REENLIST IN RATE, WITH SEVEN PERCENT APPROVED TO CONVERT. THE MAY RESULTS WILL BE RELEASED SHORTLY. THIS BREAKOUT IS VERY MUCH BY DESIGN. IN THESE EARLY MONTHS OF THE PTS PROGRAM THERE ARE A LARGER NUMBER OF PROGRAM APPLICANTS, BECAUSE ALL SAILORS, REGARDLESS OF EAOS, WILL BE GIVEN SIX OPPORTUNITIES FOR APPROVAL. IN ADDITION, WE STILL HAVE NOT RECEIVED REQUESTS FROM OVER 7,000 SAILORS WHO ARE ELIGIBLE TO REENLIST WITHIN THE NEXT 12 MONTHS. THIS PHASED APPROVAL OF REENLISTMENT AND CONVERSION REQUESTS HELPS MAINTAIN OUR ABILITY TO OFFER APPROVALS TO THE MAXIMUM NUMBER OF TOP PERFORMING SAILORS THROUGHOUT THE YEAR. 3. SAILORS SHOULD NOT BE DISCOURAGED IF THEY DID NOT RECEIVE RE-ENLISTMENT OR CONVERSION APPROVAL IN THESE FIRST FEW MONTHS. THEIR APPLICATION HAS REMAINED IN THE SYSTEM. AFTER THREE LOOKS, SAILORS WITHOUT APPROVALS TO REENLIST IN RATING MAY WANT TO CONSIDER REAPPLICATION WITH CREO 1 OR 2 CONVERSION OPTIONS. WHILE SOME SAILORS WILL INEVITABLY - AND REGRETTABLY -- BE DENIED REENLISTMENT, WE ARE COMMITTED TO GIVING EVERY FIRST TERM SAILOR IN A CREO THREE RATING UP TO SIX OPPORTUNITIES TO COMPETE FOR RE-ENLISTMENT OR CONVERSION APPROVAL IN THIS INITIAL TRANSITION PERIOD. 4. POLICY UPDATE/CLARIFICATION. A. SAILORS WHO HAD SIX MONTHS OR LESS REMAINING TO EAOS WHEN PTS WAS ANNOUNCED WILL RECEIVE, WITHOUT FURTHER SUBMISSION, UP TO SIX REVIEWS. A CO'S EXTENSION MAY BE REQUIRED TO ALLOW FOR ALL SIX REVIEWS. B. UNDESIGNATED SAILORS: (1) WHO ARE REENLISTMENT ELIGIBLE MUST SUBMIT PTS APPLICATIONS IF THEY ARE WITHIN 12 MONTHS OF EAOS/PRD. (2) ARE NOT REQUIRED TO HAVE A PTS APPLICATION SUBMITTED FOR THE PURPOSE OF REQUESTING AN "A" SCHOOL QUOTA REGARDLESS OF ADDITIONAL OBLIGATED SERVICE REQUIREMENTS. SUBMIT AN A SCHOOL REQUEST USING THE NORMAL REQUEST PROCESS ON NAVPERS FORM 1306/7. C. SAILORS WHO PARTICIPATED IN A NAVY-WIDE EXAMINATION IN ONE RATING AND ARE SUBSEQUENTLY APPROVED FOR CONVERSION UNDER PTS INTO A DIFFERENT RATING HAVE ONE OF THE FOLLOWING OPTIONS: (A) IF ADVANCED INTO A CREO 1 OR 2 RATE EITHER ACCEPT ADVANCEMENT INTO OLD RATING AND CANCEL PTS APPROVAL OR CONTINUE WITH PTS CONVERSION. (B) IF ADVANCED INTO A CREO 3 RATE, CONTINUE TO CONVERT VIA PTS. (C) IN EITHER CASE, CONVERTING SAILORS CAN ACCEPT ADVANCEMENT/FROCKING IN THE OLD RATING WHILE CONTINUING THE CONVERSION PROCESS VIA PTS. D. SELECTIVE TRAINING AND REENLISTMENT (STAR) PROGRAM: SAILORS MUST HAVE PTS APPROVAL PRIOR TO SUBMITTING A STAR REENLISTMENT REQUEST. E. SAILORS WITH ONLY ONE GRADED PERFORMANCE EVALUATION CAN USE THE PROMOTION RECOMMENDATION FROM THAT EVAL IN BOTH THE "CURRENT" AND "PREVIOUS" PROMOTION RECOMMENDATION BLOCKS. F. SAILORS WHO HAVE NOT RECEIVED A REGULAR REPORTING EVALUATION SINCE BEGINNING ACTIVE DUTY: A SPECIAL EVALUATION MUST BE WRITTEN. 5. PTS LESSONS LEARNED A. OBLIGATED SERVICE: IF A SAILOR IS REQUIRED TO INCUR OBLIGATED SERVICE EARLIER THAN 12 MONTHS PRIOR TO EAOS IN ORDER TO NEGOTIATE ORDERS, THE COMMAND MUST MARK "YES" IN THE OBLISERV BLOCK. OTHERWISE, THE SAILOR'S APPLICATION IS AUTOMATICALLY ROLLED OVER UNTIL THEY FALL WITHIN 12 MONTHS OF THEIR EAOS. B. ASVAB SCORES: SOME SAILORS ARE ELECTING CONVERSION/"A" SCHOOL OPTIONS FOR WHICH THEY ARE NOT ASVAB ELIGIBLE EVEN WITHIN THE CO'S WAIVER LIMITS. A SAILOR WHO IS FOUND INELIGIBLE FOR CONVERSION MUST HAVE THE PTS APPLICATION RESUBMITTED. SAILORS ARE ENCOURAGED TO RETEST AS OUTLINED IN THE LATEST CREO-REGA NAVADMIN (NAVADMIN 093/03). WHEN A SAILOR IS TENTATIVELY APPROVED FOR CONVERSION, COMMANDS SHOULD FORWARD AFCT RETEST SCORES ALONG WITH NAME/RANK/SSN AND FULL AFCT SCORES TO NEW ENLISTED COMMUNITY MANAGER FOR CONSIDERATION. C. SAILOR'S CREO CATEGORY AND FROCKED PAYGRADE: IF A SAILOR IS FROCKED TO A PAYGRADE THAT IS IN CREO 1 OR 2 CATEGORY, THAT SAILOR IS NOT REQUIRED TO SUBMIT A PTS APPLICATION. D. SPREADSHEET ISSUES: (1) COMMANDS SHOULD VERIFY THAT THEY ARE USING THE CURRENT VERSION, AS POSTED ON THE PTS HOMEPAGE ACCESSED FROM WWW.STAYNAVY.NAVY.MIL. REVISION NUMBERS ARE INDICATED ON THE SPREADSHEET. REVISION 4 WILL BE POSTED SHORTLY. (2) SPREADSHEETS SUBMITTED WITH BLANK FIELDS (EXCEPT FOR RATING CHOICES WHEN SAILORS ARE NOT WILLING TO CONVERT) GENERATE AN ERROR REPORT THAT MUST BE RESOLVED BY THE COMMAND (I.E., SAILOR HAD ONLY ONE EVALUATION AND THE COMMAND LEFT SECOND EVALUATION BLANK). THE PTS PROGRAM IS WELL ON ITS WAY TO BALANCING THE SKILLS NEEDED TO ENSURE THE HIGHEST STATE OF FLEET READINESS. THE SUCCESS OF PTS DEPENDS ON THE UNIT COMMANDING OFFICER, WHO IS RESPONSIBLE FOR RECOMMENDING THE REENLISTMENT OF THE RIGHT SAILORS ACROSS ALL CREO CATEGORIES AND PAYGRADES. THE RESULTS OF THE PROGRAM ARE CLEARLY IMPROVING CAREER OPPORTUNITIES FOR MANY OF OUR OUTSTANDING SAILORS IN OVERMANNED RATINGS.
