(2) WHO TWICE FAILS OF SELECTION (FOS) FOR PROMOTION TO THE NEXT HIGHER GRADE IS INELIGIBLE FOR ACCP, UNLESS SELECTED FOR CONTINUATION ON ACTIVE DUTY. ONCE SELECTED, AN OFFICER MUST ACCEPT CONTINUATION TO MAINTAIN ACCP ELIGIBILITY FOR THE DURATION OF THE PERIOD OF CONTINUATION. FINAL ACCP INSTALLMENT FOR O4 AVIATORS APPROACHING STATUTORY RETIREMENT WILL BE PRORATED UNTIL 20 YEARS OF ACTIVE SERVICE PROVIDED REMAINING ELIGIBILITY REQUIREMENTS ARE MET. K. APPLICATIONS. ELIGIBLE AVIATION OFFICERS MAY SUBMIT APPLICATIONS FOR ACCP IAW PARA 14 VIA THEIR COMMANDING OFFICER (UNIT COMMANDER OR TYPE/FUNCTIONAL WING COMMANDER AS APPLICABLE). PILOTS AND NFO'S MUST AGREE TO EXTEND ON ACTIVE DUTY FOR A SPECIFIED PERIOD OF TIME AS PER PARA 5 OR AS MODIFIED BY PERS-43 (DUE TO TIME REMAINING IN ELIGIBLE BILLET) PER PARA 14. PAYMENT OF ACCP IS AT THE RATE SPECIFIED IN PARA 5 TO BE EXECUTED BY PERS-43. A. AVIATION OFFICERS WHO APPLY FOR FIRST TIME LONG TERM (FIVE-YEAR) AND MID-TERM (THREE YEAR) ACCP CAN RECEIVE PAYMENT OF ACCP ONE YEAR PRIOR TO THE COMPLETION OF ADSO AND THEY MAY APPLY UP TO SIX MONTHS IN ADVANCE OF ACTUAL ELIGIBILITY DATE, PROVIDED THE APPLICATION IS RECEIVED NO EARLIER THAN ONE FISCAL YEAR IN ADVANCE. PAYMENT WILL BEGIN WHEN THE OFFICER IS WITHIN ONE YEAR OF COMPLETION OF ADSO PER PARA 3. B. FOR SHORT TERM CONTRACTS, OFFICERS MAY APPLY NO MORE THAN SIX MONTHS IN ADVANCE OF ACTUAL ELIGIBILITY DATE. HOWEVER, APPLICANTS MUST APPLY WITHIN THE SAME FISCAL YEAR IN WHICH THEIR ELIGIBILITY DATE OCCURS AND PAYMENT WILL BEGIN AFTER COMPLETION OF ADSO, CURRENT ACCP/ACP CONTRACT, OR UPON ARRIVAL TO THE ACCP ELIGIBLE BILLET.
