THIS NAVADMIN MODIFIES THE FY-02 SRB PROCESS (REF A THROUGH E APPLY) WITH EXCEPTIONS FOR THOSE PERSONNEL WHOSE SRB REQUESTS HAVE PREVIOUSLY BEEN APPROVED BY PRECERT MESSAGE. THE IMPROVING NAVY-WIDE RETENTION AND HIGH SRB TAKE RATES MAKE IT NECESSARY TO PRIORITIZE SRB REQUESTS TO ENSURE SITUATION-CRITICAL REQUESTS ARE APPROPRIATELY ADDRESSED. 2. REMAINING FY-02 SRB REQUESTS WILL BE PRIORITIZED AS FOLLOWS: A. MEMBER WILL PASS THROUGH SRB ZONE OF ELIGIBILITY BEFORE END OF FY-02. B. MEMBER IS UNDER ORDERS TO OBLISERV AND ORDERS MUST BE EXECUTED IN FY-02. C. MEMBER'S EAOS IS IN FY-02 WITH NO EXTENSION TIME REMAINING ON CONTRACT (REACHED 48-MONTH MAXIMUM EXTENSION TIME). D. MEMBER REQUESTS TO REENLIST AND IS DEPARTING A TAX-FREE ZONE IN FY-02 AND MEETS ALL SRB ELIGIBILITY CRITERIA. E. MEMBER HAS AN INOPERATIVE EXTENSION WITH AN EAOS IN FY-02. F. MEMBER REQUESTING REENLISTMENT AND NOT FALLING IN CATEGORIES A THROUGH E. 3. THOSE MEMBERS WHOSE FY-02 REENLISTMENT REQUEST CANNOT BE SUPPORTED WITHIN THE LIMITS OF FUNDING AT THE TIME OF RECEIPT WILL BE GIVEN AN EXTENSION AND A REENLISTMENT DATE IN THE FIRST 45 DAYS OF FY-03. 4. FOR THOSE PERSONNEL AFFECTED BY THIS ACTION, AND SUBJECT TO THE CONDITIONS OF A CONTINUING RESOLUTION OR FY-03 APPROPRIATIONS ACT, THE INTENT IS TO APPROVE ELIGIBLE SRB REQUESTS IN THE FIRST 45 DAYS OF FY-03 AT NO LESSER AMOUNT THAN IF THE MEMBER HAD BEEN APPROVED TO REENLIST AT EAOS IN FY-02. 5. SHOULD REF A BE REVISED BY A NEW AWARD PLAN, THOSE PERSONNEL WHOSE REENLISTMENT HAS BEEN DELAYED IAW PARA 3 ABOVE WILL BE GUARANTEED THE HIGHER AWARD LEVEL IF THEY REENLIST PRIOR TO 15 NOV 02. 6.
