THE GSM RATING IS CURRENTLY EXPERIENCING SHORTAGES OF PERSONNEL AT SEA IN THE E4 TO E6 PAYGRADES. TO HELP IMPROVE SEA READINESS, THE FOLLOWING POLICIES ARE IMPLEMENTED, EFFECTIVE IMMEDIATELY: A. GSM E4 THRU E6 ASSIGNED TO TYPE 1 OR TYPE 6 SHORE DUTY, WITH GREATER THAN 12 MONTHS REMAINING ON THEIR TOUR, MAY VOLUNTEER TO RETURN TO TYPE 2 OR 4 SEA DUTY FOR A THREE YEAR SEA TOUR. UPON COMPLETION OF THEIR SEA TOUR THEY WILL BE REASSIGNED TO SHORE DUTY FOR A 42 MONTH TOUR (SIX MONTHS LONGER THAN A STANDARD SHORETOUR FOR GSM), WITH A GUARANTEED CHOICE OF COAST. B. GSM E4 THRU E6 ASSIGNED TO TYPE 1 OR 6 SHORE DUTY WITH LESS THAN 12 MONTHS REMAINING ON THEIR TOUR ARE ENCOURAGED TO RETURN TO SEA DUTY EARLY, TO COMPLETE A NORMAL SEA TOUR. THEY ALSO WILL BE GUARANTEED A CHOICE OF COAST FOR FOLLOW-ON SHORE TOUR. C. GSM E4 THRU E6 ASSIGNED TO TYPE 2 OR 4 SEA DUTY ARE ENCOURAGED TO REQUEST A PRD EXTENSION TO REMAIN ON SEA DUTY FOR AN ADDITIONAL SIX OR 12 MONTHS. PERSONNEL WHO EXTEND WILL BE ABLE TO TAKE ADVANTAGE OF THE REVISED RULES FOR THE CAREER SEA PAY PREMIUM PROMULGATED IN REF A, WHILE THOSE PERSONNEL WHO EXTEND ON SEA DUTY (TYPE 2 DUTY IN HAWAII AND TYPE 4 OVERSEAS DUTY ONLY) FOR 12 MONTHS WILL ALSO BE ELIGIBLE FOR OTIEP IAW ARTICLE 4.11 OF REF B. D. GSM'S CURRENTLY ASSIGNED TO NEC 9545 PHYSICAL SECURITY DUTY AND 9502 DNEC INSTRUCTORS AT SERVICE SCHOOL COMMAND GREAT LAKES ARE EXEMPT FROM THESE POLICIES. ALL OTHER GSM E4 THRU E6 ARE ELIGIBLE. REQUESTS FROM GSM'S SERVING IN RECRUITING AND RDC BILLETS WILL BE CONSIDERED ON A CASE BY CASE BASIS. 2. VOLUNTEERS SHOULD SUBMIT REQUESTS VIA NAVPERS 1306 TO PERS-402, REFERENCING THIS MESSAGE. ALL VOLUNTEERS WHO REMAIN ON, OR TRANSFER TO, SEA DUTY WILL BE ABLE TO TAKE ADVANTAGE OF INCREASED CAREER SEA PAY RATES RECENTLY PROMULGATED IN REF A. 3. REF C ENCOURAGED CONVERSIONS TO GSM AND RATING ENTRY TO GSM VIA THE E4 EXAM, AND IT REMAINS IN EFFECT. COMMANDS SHOULD ENCOURAGE QUALIFIED FN AND OTHER GENDETS TO CONSIDER TAKING THE GSM3 EXAM, AND ENCOURAGE QUALIFIED SAILORS IN CREO 3 RATINGS TO CONVERT TO GSM.
