THIS NAVADMIN ANNOUNCES IMMEDIATE CHANGES IN THE NAVY'S ITEMPO PROGRAM AS A CONSEQUENCE OF THE CURRENT NATIONAL EMERGENCY DECLARED BY THE PRESIDENT. BY REFS A AND B, SECDEF INVOKED A NATIONAL SECURITY WAIVER SUSPENDING THE REQUIREMENT TO PAY HIGH DEPLOYMENT PER DIEM UNDER REF C UNTIL FURTHER NOTICE. 2. EFFECTIVE 8 OCTOBER 2001, THE ACCUMULATION OF DEPLOYMENT DAYS FOR THE PURPOSES OF DETERMINING ELIGIBILITY FOR HIGH DEPLOYMENT PER DIEM IS SUSPENDED. FURTHERMORE, NAVY FLAG OFFICERS ARE RELIEVED OF THEIR STATUTORY RESPONSIBILITY TO PERSONALLY MANAGE ITEMPO AND ADMINISTRATIVELY APPROVE INDIVIDUALS TO EXCEED THE 182 AND 220-DAY MANAGEMENT GATES. THIS WILL ENSURE THAT FLEET CINCS ARE ABLE TO PROVIDE NECESSARY PLATFORMS AND PERSONNEL IN PURSUIT OF MISSION OBJECTIVES. THE REQUIREMENT TO CONTINUE TO REPORT INDIVIDUAL DEPLOYMENT EVENTS, AS PRESCRIBED BY REF D, IS STILL IN EFFECT AND WILL GENERATE VALUABLE INFORMATION FOR FUTURE ANALYSIS. PHASE 1B ENHANCEMENTS TO THE REPORTING SYSTEM WERE MADE AVAILABLE TO FACILITATE THE URGENT REQUIREMENT TO STREAMLINE REPORTING EFFORTS. 3. CNP COMMENT: MANAGING THE DEPLOYMENT OF SAILORS IS STILL AN IMPORTANT LEADERSHIP ELEMENT IN OUR COMPREHENSIVE QUALITY OF SERVICE STRATEGY. IN THE WAKE OF THE 11 SEP 01 ATTACKS ON THE UNITED STATES, MANY ADDITIONAL SAILORS COULD BE REQUIRED TO PERFORM DEPLOYMENTS IN SUPPORT OF NATIONAL SECURITY INTERESTS. THESE EFFORTS WILL BE UNDERSCORED VIA IMPLEMENTATION OF ENHANCED CAREER SEA PAY (CSP) AS ANNOUNCED IN REF E. ENHANCED CSP DEMONSTRATES THAT NAVY IS INVESTING IN OUR PEOPLE AND VALUES THE CHALLENGES OF SEA SERVICE, THE CORE MISSION OF OUR NAVY. CSP RATES WERE INCREASED RETROACTIVE TO 1 OCT 01 AS WELL AS EXPANDING THE PREMIUM FOR OUR TOP FIVE ENLISTED PAYGRADES. ADDITIONALLY, THE CSP POPULATION NOW INCLUDES ALL E-1 TO E-3S AND ALL OFFICERS WITH LESS THAN THREE YEARS OF SEA DUTY, THEREBY EXTENDING ELIGIBILITY TO EVERY SAILOR AT SEA FROM THE MOMENT THEY REPORT TO THEIR FIRST SHIP.
