THIS NAVADMIN ANNOUNCES A SIGNIFICANT TRANSFORMATION OF OUR OFFICER CORPS WHICH WILL RESULT IN STREAMLINING AND IMPROVING THE WAY WE PROVIDE SUPPORT AFLOAT AND DO BUSINESS ASHORE. THIS MESSAGE DETAILS THE ESTABLISHMENT OF TWO NEW ACTIVE DUTY RESTRICTED LINE OFFICER COMMUNITIES, INFORMATION PROFESSIONAL (IP) (DESIGNATOR 1600) AND HUMAN RESOURCES (HR) (DESIGNATOR 1200), EFFECTIVE OCTOBER 2001, AND ALSO PROVIDES GUIDANCE ON THE TRANSITION OF ACTIVE FSO'S TO EITHER OF THESE NEW COMMUNITIES, THE SUPPLY CORPS (DESIGNATOR 3100), OR RETENTION IN THE FLEET SUPPORT (DESIGNATOR 1100) COMMUNITY. 2. DEVELOPED TO MEET THE GROWING DEMANDS FOR SPECIALIZED SKILLS IN INFORMATION TECHNOLOGY AND HUMAN RESOURCE STRATEGY AND ANALYSIS, THE IP AND HR COMMUNITIES WERE CREATED BY RESTRUCTURING THE 1100 (FLEET SUPPORT), 1000 AND 1050 BILLET BASES FOLLOWING A 20-MONTH REVIEW OF THE NAVY'S OFFICER PERSONNEL STRUCTURE BY OFFICER COMMUNITY MANAGERS, MAJOR CLAIMANTS AND RESOURCE SPONSORS. HIGHLIGHTS OF THIS RESTRUCTURING AND THE ESTABLISHMENT OF THESE NEW COMMUNITIES INCLUDE: A. ESTABLISHMENT OF SEPARATE ACTIVE DUTY COMPETITIVE CATEGORIES WITHIN THE RESTRICTED LINE FOR THE NEW 1200 AND 1600 COMMUNITIES EFFECTIVE WITH THE FY-03 PROMOTION CYCLE. AS WITH OTHER RESTRICTED LINE COMMUNITIES, THE PROMOTION PROCESS WILL BE PART OF THE LINE SELECTION BOARD AND RESULTS WILL BE PROMULGATED WITH THE LINE BOARDS. APPROPRIATE BOARD GUIDANCE WILL ASSIST SELECTION BOARD MEMBERS AS OFFICERS IN THESE COMMUNITIES COME IN ZONE. B. ESTABLISHMENT OF DESIGNATOR DISCRETE 1200 AND 1600 BILLET BASES. THE HUMAN RESOURCES BILLET BASE IS COMPOSED OF 570 BILLETS DISTRIBUTED APPROPRIATELY ACROSS ALL RANKS. INITIALLY, THE INFORMATION PROFESSIONAL BILLET BASE IS COMPRISED OF 535 BILLETS. THE IP COMMUNITY MAY BE EXPANDED AT SOME POINT IN THE FUTURE TO MEET FLEET REQUIREMENTS FOR SPECIALIZED TECHNICAL SKILLS. LEADERSHIP POSITIONS, INCLUDING XO, CO, MAJOR COMMAND AND FLAG ARE INCORPORATED IN THE BILLET STRUCTURES OF BOTH THE IP AND HR COMMUNITIES. C. FIVE-YEAR ACCESSION PLANS FOR EACH COMMUNITY ARE UNDER DEVELOPMENT, USING LATERAL TRANSFER AS THE PRIMARY SOURCE FOR ACQUIRING NEW COMMUNITY MEMBERS. INITIALLY, MEMBERS OF THE FLEET SUPPORT COMMUNITY WHO POSSESS THE REQUISITE SKILL SETS AND LEADERSHIP EXPERIENCE TO SUPPORT THE IP AND HR MISSIONS MAY CHOOSE TO TRANSITION TO THE NEW COMMUNITIES AND A SPECIAL TRANSITION BOARD TO AFFECT ESTABLISHMENT WILL BE CONVENED 24 SEPTEMBER 2001. LATERAL TRANSFERS FROM OTHER DESIGNATORS WILL COMMENCE WITH THE NOVEMBER 2001 LATERAL TRANSFER BOARD. D. DISTINCT COMMUNITY MANAGEMENT AND DETAILING STRUCTURES WILL BE ESTABLISHED FOR THE TWO NEW COMMUNITIES WITHIN THE RESTRICTED LINE AND AN 1100 COMMUNITY MANAGER WILL BE MAINTAINED TO CONTINUE TO EFFECTIVELY MANAGE THE REMAINING 1100 OFFICERS. 3. IP AND HR CAREER PATHS HAVE BEEN DEVELOPED TO PROVIDE EDUCATIONAL OPPORTUNITIES AND JOB ASSIGNMENTS WHICH WILL SUPPORT GROWTH IN PROFESSIONAL KNOWLEDGE/SKILL AREAS IN CONJUNCTION WITH AN INCREASING DEGREE OF SCOPE AND RESPONSIBILITY. A. THE IP COMMUNITY WILL PROVIDE EXPERTISE IN INFORMATION, COMMAND AND CONTROL, AND SPACE SYSTEMS THROUGH THE PLANNING, ACQUISITION, OPERATION, MAINTENANCE AND SECURITY OF SYSTEMS THAT SUPPORT NAVY OPERATIONAL AND BUSINESS PROCESSES. IT WILL PROVIDE SPECIALIZED OFFICERS IN THE INFORMATION AND SPACE TECHNOLOGIES THAT ARE THE BUILDING BLOCKS OF THE COMMAND, CONTROL, COMMUNICATIONS AND COMPUTER ARCHITECTURE, AS WELL AS THE INFORMATION AND KNOWLEDGE ELEMENTS ESSENTIAL FOR KNOWLEDGE SUPERIORITY. IP BILLETS CAN BE FOUND AT BG STAFF-IWC/C4I, N6/J6 FLTCINC, NUMBERED FLEET OR TYCOM STAFFS, NOCS, COMNAVNETOPSCOM (CNNOC), NCTAMS, OPNAV N6, JCS J6, CVN/AMPHIB-ISO/CSO, NCTS, AND DCMS. CNO N6 WILL SERVE AS THE SPONSOR FOR THE IP COMMUNITY. B. THE HR COMMUNITY PLANS, PROGRAMS, AND EXECUTES LIFE-CYCLE MANAGEMENT OF THE NAVY'S MOST IMPORTANT RESOURCE - ITS PEOPLE. ITS PRIMARY FOCUS WILL BE ON THE HUMAN RESOURCES SYSTEM: THE SYNERGISTIC ELEMENTS OF MANPOWER, PERSONNEL, TRAINING AND RECRUITING. HR BILLETS CAN BE FOUND AT NAVMAC, BUPERS, PSD'S, TPU'S, NTTCS, CNET, FLEET N1/JOINT N1 STAFFS, NRDS, AND CNRC. CNO N1 WILL SERVE AS THE SPONSOR FOR THE HR COMMUNITY. THE 1100 COMMUNITY WILL CONTINUE TO MAINTAIN A SEPARATE DETAILING AND COMMUNITY MANAGEMENT STRUCTURE WITHIN THE UNRESTRICTED LINE, AS WELL AS A REDUCED BILLET BASE CONSISTING OF 1000-CODED BILLETS WHICH INCLUDES SOME OPPORTUNITY FOR XO AND CO. O6 1100'S WHO HAVE SCREENED FOR MAJOR COMMAND WILL COMPETE FOR COMMAND OF BASES/STATIONS. APPROPRIATE PROMOTION BOARD GUIDANCE WILL BE PROVIDED TO ADDRESS THE REMAINING 1100 OFFICERS WHO WILL CONTINUE TO COMPETE FOR PROMOTION AS PART OF THE UNRESTRICTED LINE. LATERAL TRANSFERS INTO THE FLEET SUPPORT COMMUNITY, SUSPENDED IN NOVEMBER OF 1998, WILL NOT RESUME. IT IS INEVITABLE THAT EVERY FLEET SUPPORT OFFICER WHO DESIRES TO TRANSITION TO ONE OF THE NEW COMMUNITIES WILL NOT BE ABLE TO DO SO. A SMALL NUMBER OF FLEET SUPPORT OFFICERS AT THE O5/O6 LEVEL MAY NOT BE ABLE TO ENTER THE COMMUNITY OF THEIR CHOICE BASED ON STRENGTH AUTHORIZATIONS. THESE OFFICERS WILL REMAIN 1100'S AND WILL BE PROVIDED EDUCATIONAL AND PROFESSIONAL DEVELOPMENT OPPORTUNITIES TO STRENGTHEN THEIR SELECTION AT A FUTURE LATERAL TRANSFER BOARD. 5. SOME FLEET SUPPORT OFFICERS HAVE SKILLS AND EXPERIENCES THAT BEST FIT THE MISSION AND REQUIREMENTS OF THE SUPPLY CORPS. THE SUPPLY CORPS WILL BE EXPANDING ITS ROLES AND RESPONSIBILITIES IN THE FUTURE AND WILL BE LOOKING FOR OFFICERS WHO HAVE SUBSPECIALTY DEVELOPMENT IN FINANCIAL MANAGEMENT, TRANSPORTATION MANAGEMENT, OPERATIONS ANALYSIS, OPERATIONS LOGISTICS AND INFORMATION SYSTEMS. 6. FLEET SUPPORT OFFICER TRANSITION PROCEDURES AND OPTIONS FOLLOW: A. EVERY ACTIVE DUTY FLEET SUPPORT OFFICER WILL BE AFFORDED THE OPPORTUNITY TO EXPRESS THEIR PREFERENCES REGARDING COMMUNITY AND DESIGNATOR. A WEB-BASED APPLICATION HAS BEEN ESTABLISHED AT (HTTP:/WWW.LAMADD.NAVY.MIL/FSO_SURVEY/INDEX.HTML) TO PROVIDE INFORMATION ON COMMUNITY DESCRIPTIONS, PLANNED CAREER PATHS, AND COMMUNITY BILLET LISTINGS AND TO SERVE AS A SINGLE PROCESS FOR FLEET SUPPORT OFFICERS TO INDICATE AND APPLY FOR THEIR DESIRED DESIGNATOR. B. ON LINE APPLICATIONS FROM FSO'S MUST BE SUBMITTED NLT 7 SEPTEMBER 2001. 7. THE TRANSFORMATION OF OUR OFFICER CORPS WILL RESULT IN CHANGES FOR MANY OF OUR OFFICERS AND THE NAVY AS WHOLE. IT IS A POSITIVE STEP FORWARD TOWARD STREAMLINING AND IMPROVING THE WAY WE PROVIDE SUPPORT AFLOAT AND DO BUSINESS ASHORE. 8. FOR THE RESERVES, EQUIVALENT FULL TIME SUPPORT (TAR) AND INACTIVE RESERVE (SELRES/IRR) HR AND IP COMMUNITIES WILL NOT BE ESTABLISHED AT THIS TIME. RESERVE FLEET SUPPORT OFFICERS WILL REMAIN 1107/1105 AND CONTINUE TO COMPETE FOR PROMOTION WITHIN THE UNRESTRICTED LINE FOR THE FY-03 PROMOTION CYCLE.
