INTRODUCTION: ALL NAVY UNITS, AS WELL AS ALL NON-NAVY UNITS WITH NAVY PERSONNEL ATTACHED, WERE REQUIRED TO COMMENCE TRACKING THE ITEMPO OF NAVY MEMBERS EFFECTIVE 1 OCT 00. THE ITEMPO PROGRAM NOT ONLY TRACKS UNDERWAY PERIODS FOR SHIPBOARD SAILORS, BUT ALSO TRACKS TIME AWAY FROM A PDS/HOMEPORT FOR SAILORS ATTACHED TO OTHER DEPLOYING MOBILE UNITS (SUCH AS SQUADRONS AND SEABEE MOBILE CONSTRUCTION BATTALIONS). THE PROGRAM ALSO TRACKS CERTAIN TEMPORARY ADDITIONAL DUTY (TAD) PERIODS FOR SAILORS ASSIGNED TO SHORE COMMANDS. ADDITIONALLY, THE PROGRAM HAS TRACKED THOSE OCCASIONS WHEN A SAILOR IS IN HOMEPORT, BUT IS UNABLE (DUE TO MILITARY NECESSITY) TO SPEND OFF-DUTY TIME AT HIS/HER CIVILIAN RESIDENCE OR IN THE LOCAL AREA OF THE HOMEPORT (SUCH OCCASIONS ARE NOT COUNTED TOWARD ELIGIBILITY FOR ITEMPO HIGH-DEPLOYMENT PAY). FOR THE RESERVE COMPONENT, THE ITEMPO PROGRAM APPLIES IN CERTAIN INSTANCES WHEN RESERVISTS ARE PERFORMING ACTIVE DUTY. THE PROGRAM REQUIRES THE INVOLVEMENT OF EVERY NAVY UNIT AND PROVIDES UNIT CO'S, OIC'S, COMMANDERS, TYCOM'S, ETC., AS WELL AS THE MOST SENIOR LEADERS OF OUR NAVY WITH THE TOOLS TO TRACK AND MANAGE THE ITEMPO OF EVERY SAILOR IN THE NAVY. IT REQUIRES THAT FLAG LEVEL DECISION-MAKERS ENSURE SAILORS ARE CONTINUED ON DEPLOYMENT BEYOND A CERTAIN NUMBER OF DEPLOYMENT DAYS ONLY WHEN NECESSARY; AND LASTLY, IT PROVIDES MONETARY COMPENSATION TO SAILORS WHOSE JOBS, ASHORE AND AFLOAT, REQUIRE EXCESSIVE DEPLOYMENT TIME. 2. OVERVIEW: THIS NAVADMIN IS ORGANIZED AS FOLLOWS: PARA 1 INTRODUCTION PARA 2 OVERVIEW PARA 3 ITEMPO HIGH-DEPLOYMENT PAY PARA 4 ITEMPO NON-DEPLOYMENT EVENTS PARA 5 ITEMPO DATA SYSTEM/TRANSACTIONS PARA 6 ITEMPO 'GATES' AND FLAG APPROVALS FOR CONTINUED DEPLOYMENTS PARA 7 CNP COMMENTS REF A PROMULGATED SPECIFIC POLICY GUIDANCE REGARDING THE IMPLEMENTATION OF NAVY'S ITEMPO PROGRAM EFFECTIVE 01 OCT 00 IN ORDER TO COMPLY WITH THE LEGISLATIVE REQUIREMENTS OF THE NATIONAL DEFENSE AUTHORIZATION ACT (NDAA) FOR FISCAL YEAR 2000. REF A ALSO PROVIDED COMMANDS WITH INFORMATION REGARDING HOW TO OBTAIN FURTHER DETAILS CONCERNING ITEMPO POLICIES AND PROCEDURES. REF B, THE FY-01 NDAA, SPECIFIES CHANGES TO ITEMPO LEGISLATION. THIS NAVADMIN, A SUPPLEMENT TO REF A, ANNOUNCES THOSE CHANGES AND REFLECTS THOSE CHANGES AS MODIFICATIONS TO NAVY POLICY. POLICY AND PROCEDURAL CHANGES WILL BE INCORPORATED INTO REF C IN THE NEAR FUTURE. REF C REMAINS IN A DRAFT FORM UNTIL LATER THIS YEAR, WHEN PHASES 1A AND 2 OF NAVY'S ITEMPO IMPLEMENTATION PLAN BECOME EFFECTIVE. THE ENHANCEMENTS ASSOCIATED WITH THESE PHASES ARE DISCUSSED WITHIN THIS NAVADMIN. AS CHANGES TO THE ITEMPO PROGRAM ARE UNDER CONSIDERATION, ADDITIONAL POLICIES/PROCEDURES OR CHANGES TO EXISTING POLICIES/PROCEDURES WILL BE PUBLISHED AS REQUIRED. IN INSTANCES WHERE GUIDANCE CONTAINED IN THE BELOW DOCUMENTS CONFLICTS WITH THIS NAVADMIN, THIS NAVADMIN SHALL TAKE PRECEDENCE. A SEPARATE NAVADMIN WILL FOLLOW TO CLARIFY MANY COMMON MISUNDERSTANDINGS AND HIGHLIGHT FREQUENTLY ASKED QUESTIONS AND ANSWERS. 3. HIGH-DEPLOYMENT PAY: REF B ESTABLISHES ENTITLEMENT TO HIGH-DEPLOYMENT PAY FOR MEMBERS WHOSE ITEMPO DEPLOYMENT DAYS (DOES NOT INCLUDE ITEMPO NON-DEPLOYMENT EVENTS) EXCEED 400 OUT OF THE PREVIOUS 730 DAYS AND, AT THE TIME THEY EXCEED THE THRESHOLD, CONTINUE TO BE DEPLOYED. THIS PAY, SET AT $100 PER DAY, WILL BECOME EFFECTIVE AS OF 1 OCT 01; HOWEVER, THE EARLIEST ANYONE COULD MATHEMATICALLY EXCEED THE 400-DAY THRESHOLD IS 6 NOV 01. THE ITEMPO FLAG MANAGEMENT THRESHOLDS AT 182 DAYS AND 220 DAYS OUT OF THE PREVIOUS 365 DAYS REMAIN IN EFFECT AS DELINEATED IN PARA 9 OF REF A. HIGH-DEPLOYMENT PAY IS TAXABLE EXCEPT FOR THOSE INSTANCES WHEN A MEMBER QUALIFIES FOR THE PAY WHILE IN A COMBAT ZONE TAX EXCLUSION (CZTE) AREA OR QUALIFIED HAZARDOUS DUTY AREA EXCLUSION (QHDAE). CZTE/QHDAE FOR OFFICERS IS SUBJECT TO A CAP; THEREFORE, THERE MAY BE INSTANCES WHERE TAX EXCLUSION WRT ITEMPO HIGH-DEPLOYMENT PAY MAY NOT APPLY FOR AN INDIVIDUAL OFFICER. 4. ITEMPO NON-DEPLOYMENT EVENTS: PARA 4C OF REF A DELINEATES THE REQUIREMENT TO REPORT ITEMPO NON-DEPLOYMENT EVENTS INTO THE ITEMPO DATA SYSTEM. EFFECTIVE UPON RECEIPT OF THIS MESSAGE, THAT REQUIREMENT IS SUSPENDED UNTIL FURTHER NOTICE. 5. ITEMPO DATA SYSTEM/TRANSACTIONS: AS STATED ABOVE, REFS A AND B REQUIRE THAT THE ITEMPO OF EVERY MEMBER BE TRACKED AND MANAGED. BY NECESSITY, THIS REQUIRES THAT DATA COLLECTION MUST ORIGINATE AT THE UNIT LEVEL. OPNAV (N1), BUPERS, AND SPAWAR ITC DEVELOPED A NAVY-WIDE ITEMPO DATA SYSTEM, WHICH BECAUSE OF THE LIMITED TIME AVAILABLE FOR DESIGN AND DEVELOPMENT AS WELL AS FUNDING CONSTRAINTS, IS BEING IMPLEMENTED IN THREE BASIC PHASES. A. PHASE 1 (IMPLEMENTED 01 OCT 00): USES ENTERPRISE-WIDE LEGACY SYSTEMS TO IMPLEMENT ITEMPO DATA/STORAGE REQUIREMENTS. DATA (WRT BOTH ACTIVE AND RESERVE MEMBERS) IS SUBMITTED TO CORPORATE DATABASES VIA NAVY GENADMIN MESSAGE USING THE DIARY MESSAGE REPORTING SYSTEM (DMRS) AS THE INPUT VEHICLE. DATA SUBMISSIONS SHALL BE IAW REFS C AND D (THE DRAFT ITEMPO USER'S MANUAL AND THE DMRSMAN, RESPECTIVELY). DMRS IS A RELIABLE AND PROVEN SYSTEM THAT DOES NOT REQUIRE ANY SPECIAL SOFTWARE. IT HAS BEEN USED FOR MANY YEARS THROUGHOUT THE NAVY, ALTHOUGH MOST OF ITS FUNCTIONS HAVE BEEN SUBSUMED BY THE SOURCE DATA SYSTEM (SDS AND SDS AFLOAT). ALL UNITS MUST SUBMIT ITEMPO DATA VIA DMRS, INCLUDING THOSE UNITS WHOSE PERSONNEL ACCOUNTING IS PERFORMED BY A PSD; HOWEVER, ITEMPO DATA DURING PHASE 1 MAY ONLY BE SUBMITTED VIA DMRS MESSAGE. NAVY'S ITEMPO SYSTEM CANNOT RECEIVE DATA VIA SDS OR SDS AFLOAT, NOR VIA THE NAVY STANDARD INTEGRATED PERSONNEL SYSTEM (NSIPS). FEEDBACK REPORTING INCLUDES REPORTS THAT INFORM A COMMAND OF ERRORS IN TRANSACTIONS SUBMITTED; A MONTHLY STATUS REPORT; AND WITHIN THESE TWO REPORTS, NOTIFICATION WHEN ANOTHER UIC HAS SUBMITTED AN ITEMPO TRANSACTION ON A MEMBER OF THE COMMAND. THESE REPORTS ARE AVAILABLE TO COMMANDS THROUGH AN ONLINE MAILBOX. ACCESS TO A COMMAND'S MAILBOX IS AVAILABLE VIA THE BUPERS ONLINE (BOL) WEB SITE AT WWW.BOL.NAVY.MIL, OR WHEN ONLINE ACCESS IS NOT AVAILABLE DUE TO LACK OF CONNECTIVITY (OTHER THAN DURING SHORT INTERRUPTIONS), VIA MESSAGE. PHASE 1 IMPLEMENTATION HAS GENERALLY BEEN VERY SUCCESSFUL. HOWEVER, SOME SYSTEMIC PROBLEMS HAVE BEEN NOTED AND BUPERS/NPC, OPNAV, AND SPAWAR ITC CONTINUE TO REEXAMINE SYSTEMS AND PROGRAMMING TO CORRECT PROBLEMS AS THEY OCCUR. B. PHASE 1A (ETA: 31 MAR 01) MORE ADVANCED ELEMENTS OF PHASE 1 (PHASE 1A), SUCH AS USER-INPUTTED PARAMETERS TO RETRIEVE REPORTS ('CANNED' QUERIES) AND THE CAPABILITY TO FORECAST ITEMPO DEPLOYMENT DAYS, WILL BE AVAILABLE VIA THE BOL WEB SITE IN MAR 01. THESE QUERIES WILL ONLY BE ACCESSIBLE AND AVAILABLE ON THE BOL WEB SITE; THEY WILL NOT BE AVAILABLE VIA MESSAGE. THESE NEW CAPABILITIES WILL BE LIMITED TO HIGHER ECHELON COMMANDS DURING PHASE 1A, AND WILL BE EXPANDED TO INCLUDE ALL UNITS IN PHASE 2. C. PHASE 1B (ETA: SPRING 01) PHASE 1B INSTITUTES A WEB-BASED CAPABILITY TO ENTER ITEMPO DATA, PROVIDING AN ADDITIONAL ITEMPO INPUT METHODOLOGY. THE ITEMPO DMRS MESSAGE CAPABILITY WILL REMAIN IN EFFECT FOR THOSE COMMANDS THAT PERMANENTLY OR TEMPORARILY CANNOT ACCESS THE WEB. THIS CAPABILITY WAS ORIGINALLY SCHEDULED FOR DEPLOYMENT IN PHASE 2 (JUL 01), BUT IS BEING ACCELERATED TO PROVIDE AN ENHANCED CAPABILITY TO THE FLEET AS QUICKLY AS POSSIBLE. THIS CAPABILITY WILL BE AVAILABLE VIA THE BOL WEB SITE. FURTHER GUIDANCE AND PROCEDURES REGARDING WEB-BASED DATA INPUT WILL BE ISSUED WHEN AVAILABLE. D. PHASE 2 (ETA: JUL 01): PHASE 2 WILL CONTINUE THE USE OF ALL PHASE 1 CAPABILITIES AND PROVIDE MORE ENHANCED, REAL-TIME CAPABILITIES TO QUERY AND INPUT DATA INTO THE ITEMPO SYSTEM. E. PHASE 3 (ETA: TBD): PHASE 3 WILL ELIMINATE THE OBSOLETE ASPECTS OF THE ITEMPO DATA SYSTEM'S APPLICATIONS AND TECHNOLOGY WHILE RETAINING THE BEST ASPECTS OF PHASES 1 AND 2. PHASE 3 WILL ALSO ADD STATE-OF-THE-ART TECHNOLOGY TO THE ITEMPO DATA SYSTEM. 6. ITEMPO 'GATES' AND FLAG APPROVALS FOR CONTINUED DEPLOYMENTS: THE FY-00 NDAA ESTABLISHED SPECIFIC ITEMPO 'GATES' FOR THE PURPOSE OF MANAGING THE DEPLOYMENT OF INDIVIDUAL MILITARY MEMBERS. REF B, THE FY-01 NDAA, DID NOT MODIFY WHEN THESE GATES OCCUR (182 DAYS OF DEPLOYMENT AND 220 DAYS OF DEPLOYMENT OUT OF THE PRECEDING 365 DAYS). IN DEVELOPING ITS POLICIES REGARDING THE FLAG APPROVAL PROCESS (AS PUBLISHED IN REF A), NAVY ANTICIPATED TO A GREAT EXTENT, THE LEGISLATIVE MODIFICATIONS MADE BY THE CONGRESS THAT ARE CONTAINED IN REF B. NONETHELESS, THE EXACT LANGUAGE OF REF B NECESSITATES THAT NAVY REFINE ITS POLICIES REGARDING APPROVAL OF INDIVIDUALS TO BE DEPLOYED BEYOND THE 220-DAY GATE, WRT MEMBERS ASSIGNED TO NON-DEPLOYABLE UNITS, MEMBERS ASSIGNED OUTSIDE THE NAVY, AND TO RESERVISTS.
