THIS IS A STRETCH-GOAL FOR THE LEADERSHIP OF OUR NAVY THAT REQUIRES A FOCUSED COMMITMENT FROM EVERY COMMANDING OFFICER AND OFFICER-IN-CHARGE. THEREFORE, IF YOUR COMMAND LOST FOUR SAILORS LAST YEAR PRIOR TO THEIR COMPLETION OF OBLIGATED SERVICE, YOUR TARGET FOR THE CURRENT YEAR WOULD BE TO REDUCE THIS NUMBER TO THREE OR FEWER SAILORS. TO AID YOU IN THIS EFFORT AND AS DISCUSSED IN REF A, A STRAWMAN AGENDA FOR THOSE COMMANDS AND DETACHMENTS THAT WISH TO CONDUCT RETENTION-ATTRITION STANDDOWNS IS PROVIDED BELOW. 2. STRATEGY. OUR NAVY GOAL IS SIMPLE, "HAVE THE RIGHT NUMBER OF QUALITY SAILORS TO PROPERLY MAN THE UNITED STATES NAVY." TO MEET THAT GOAL, OUR RETENTION STRATEGY CONSISTS OF FIVE THEMES. COMMANDS SHOULD STRIVE TO IMPLEMENT THEM AS A ROUTINE PART OF RETENTION EFFORTS. THESE THEMES ARE: - LEAD OUR SAILORS TO ACHIEVE SUCCESS; - EMPOWER OUR SAILORS TO MAKE INFORMED CAREER DECISIONS; - PROVIDE FOR THE PROFESSIONAL AND PERSONAL DEVELOPMENT NEEDS OF OUR SAILORS AND THEIR FAMILIES; - PROVIDE RETENTION TEAMS WITH THE TOOLS NEEDED TO DO THE JOB; AND - EVALUATE NAVY POLICIES TO DETERMINE THEIR IMPACT ON RETENTION. 3. CONDUCT. THE STANDDOWN SHOULD BRING FOCUS TO OUR RETENTION/ ATTRITION STRATEGY AND EACH COMMAND SHOULD REVIEW THE EFFECTIVENESS OF THEIR RETENTION PROGRAMS. 4. STANDDOWN AGENDA. THE FOLLOWING EVENTS ARE RECOMMENDED TO BE PART OF YOUR STANDDOWN AGENDA: - RETENTION TEAM MEETING. MINIMUM ATTENDEES SHOULD BE CO, XO, CMC, AND CCC. DEPARTMENT HEADS AND DEPARTMENT LEADING CHIEF PETTY OFFICERS SHOULD BE INVITED AS DEEMED APPROPRIATE. PREPLANNING IS KEY. - TWELVE MONTH EAOS REVIEW. AS PART OF THE RETENTION TEAM MEETING, COMMANDS SHOULD CONDUCT A REVIEW OF ALL PERSONNEL WHO ARE WITHIN 12 MONTHS OF EAOS. THIS IS CONSIDERED A KEY ELEMENT OF REGULAR RETENTION TEAM MEETINGS. - BEST PRACTICES REVIEW. A SERIES OF BEST PRACTICES MESSAGES WILL BE RELEASED THAT PROVIDE GOOD IDEAS AND INITIATIVES THAT HAVE PROVEN SUCCESSFUL IN THE FLEET FOR RETAINING SAILORS. REF B WAS THE FIRST OF THESE MESSAGES. COMMAND RETENTION TEAMS CAN REVIEW AND DISCUSS THIS MESSAGE TO DETERMINE APPLICABILITY TO THEIR NEEDS. - COMMANDS ARE ENCOURAGED TO BE INNOVATIVE IN THE CONDUCT OF THEIR STANDDOWN. RECOMMEND INFORMATION REGARDING CAREER PLANNING, FINANCIAL TRAINING, OFF-DUTY EDUCATION, AND OTHER RELEVANT TOPICS, BE PRESENTED TO ALL HANDS. DURING ALL HANDS CALLS, CO/CMC CAN DISCUSS LOCAL ISSUES AND FACTORS IMPACTING RETENTION. ADDITIONALLY, NAVY COLLEGE PROGRAM TRAINING SHOULD BE AVAILABLE WITH TIME SET ASIDE FOR SAILORS TO LOG ONTO THE NAVY COLLEGE PROGRAM WEBSITE TO OBTAIN A COPY OF THEIR SMART TRANSCRIPT. 5. PROGRAM REVIEWS. AS PART OF THE STANDDOWN, COMMANDS SHOULD CONDUCT A REVIEW OF ALL PROGRAMS THAT PLAY A PART IN RETENTION. EXAMPLES INCLUDE: - COMMAND SPONSOR PROGRAM; - COMMAND CHECK-IN PROCEDURES; - COMMAND INDOCTRINATION PROGRAM; - PROFESSIONAL DEVELOPMENT/CAREER REVIEW BOARD PROGRAM; - QUALIFICATION/PQS PROGRAM; AND - CCC PROGRAM (TO INCLUDE DEPARTMENT/DIVISION PROGRAMS IF APPLICABLE).
