THE ARGUS CAREER MILESTONE TRACKING SYSTEM EMPLOYS A QUESTIONNAIRE FORMAT THAT WILL BE OFFERED TO OFFICER AND ENLISTED PERSONNEL AT KEY CAREER TRANSITION POINTS AS FOLLOWS: PROMOTION, ADVANCEMENT, REENLISTMENT, LONG-TERM EXTENSION GREATER THAN 11 MONTHS, EXECUTION OF PCS ORDERS, RETURN TO ACTIVE DUTY, SEPARATION FROM ACTIVE DUTY (BOTH VOLUNTARY AND NONVOLUNTARY), CHANGE OF STATUS FROM OR TO LIMITED DUTY, RESIGNATION AND RETIREMENT. 2. AS THE PREVIOUS LIST INDICATES, PARTICIPATION IN ARGUS WILL ALLOW COLLECTION OF DATA REFLECTING RETENTION INFLUENCES ON BOTH THOSE LEAVING THE NAVY AND THOSE CHOOSING TO STAY. WHEN THE DATABASE IS SUFFICIENTLY POPULATED, AGGREGATE RESPONSES TO EACH QUESTION WILL BE AVAILABLE FOR STATISTICAL ANALYSIS DOWN TO THE COMMAND (UIC) LEVEL. 3. ARGUS WILL REPLACE THE CURRENT NAVY RETENTION/SEPARATION QUESTIONNAIRE REQUIRED BY OPNAVINST 1040.8D, TO BE CANCELLED BY SEPCOR. 4. COMMANDS WITH INTERNET ACCESS SHOULD HAVE THEIR CAREER COUNSELORS NAVIGATE (HTTP:/ARGUS.NPRDC.NAVY.MIL) THROUGH THE QUESTIONNAIRE AND PROVIDE RETENTION TEAM TRAINING ON THE REASONS FOR TAKING THE SURVEY AND THE CORE SUBJECTS TO WHICH COMMAND PERSONNEL COULD BE ASKED TO RESPOND. 5.
