AS STATED IN REF A, OUR FIRST PRIORITY IS TO MAINTAIN A STRONG NAVY THROUGH RETENTION OF ALL QUALIFIED PERSONNEL ON ACTIVE DUTY. FOR THOSE WHO CHOOSE TO LEAVE, WE MUST MAKE EVERY EFFORT TO RETAIN THEIR VALUABLE SKILLS THROUGH SERVICE IN THE NAVAL RESERVE. 2. REF A INSTITUTED MANDATORY EXIT INTERVIEWS WITH A NAVAL RESERVE RECRUITER FOR ALL PERSONNEL LEAVING ACTIVE DUTY. THE POSITIVE RESPONSE TO THIS HAS BEEN ENCOURAGING; HOWEVER, THERE IS STILL ROOM FOR IMPROVEMENT. RECENT EXPERIENCE INDICATES THAT, WHILE SOME COMMANDS ARE DOING AN EXCELLENT JOB OF ENSURING OUR SAILORS ARE LEAVING THE NAVY FULLY INFORMED OF ALL THEIR CAREER OPTIONS, MANY SAILORS ARE STILL NOT RECEIVING THE MANDATED PRE-SEPARATION COUNSELING REQUIRED BY REFS B AND C. 3. THE COMMAND CAREER COUNSELOR (CCC) IS RESPONSIBLE FOR CONDUCTING THE MANDATORY PRE-SEPARATION COUNSELING AND COMPLETING THE PRE-SEPARATION COUNSELING CHECKLIST (DD FORM 2648) WELL IN ADVANCE OF THE ACTUAL SEPARATION DATE, BUT NLT 90 DAYS PRIOR TO SEPARATION. IN CASES INVOLVING ADMINISTRATIVE OR MEDICAL SEPARATION, A PROACTIVE APPROACH WITHIN THE COMMAND MUST BE EMPLOYED TO ENSURE MANDATED COUNSELING IS ACCOMPLISHED AND DOCUMENTED NLT 90 DAYS PRIOR TO SEPARATION. THIS IS REQUIRED BY FEDERAL LAW, AND WE MUST ENSURE WE ARE IN FULL COMPLIANCE. 4. EVERY SEPARATING INDIVIDUAL WILL ATTEND A NAVAL RESERVE ORIENTATION BRIEF. THESE BRIEFINGS ARE DESIGNED TO ENSURE ALL ELIGIBLE SEPARATING SERVICEMEMBERS ARE AWARE OF THE NUMEROUS ADVANTAGES AND BENEFITS OF CONTINUING THEIR NAVY CAREERS THROUGH ACTIVE PARTICIPATION IN THE NAVAL RESERVE. ATTENDEES WILL ALSO BE MADE AWARE OF THEIR MINIMUM SERVICE OBLIGATION. THE ORIGINAL DD 2648 AND ATTENDANCE CERTIFICATION FROM A NAVAL RESERVE ORIENTATION BRIEF ARE REQUIRED DOCUMENTS IN THE SERVICE RECORD PRIOR TO SEPARATION AND WILL BE RETAINED IN THE RECORD AFTER SEPARATION. 5. IN MOST LOCATIONS, THE NAVAL RESERVE ORIENTATION BRIEF IS CONDUCTED BY NAVAL RESERVE RECRUITERS AND CAREER INFORMATION TEAM STAFF IN CONJUNCTION WITH THE DEPARTMENT OF LABOR'S TRANSITION ASSISTANCE PROGRAM (TAP) WORKSHOP. OUR SAILORS DESERVE THE OPPORTUNITY TO TAKE FULL ADVANTAGE OF ALL TRANSITION SERVICES, AND WE SHOULD MAKE EVERY EFFORT TO ENSURE THEY ATTEND TAP WORKSHOPS AND NAVAL RESERVE ORIENTATION BRIEFS AS EARLY AS POSSIBLE. ATTENDANCE AS EARLY AS 180 DAYS PRIOR TO SEPARATION IS NOT TOO EARLY. STATISTICS INDICATE SAILORS WHO ATTEND THESE BRIEFINGS MORE THAN 90 DAYS PRIOR TO SEPARATION ARE FIVE TIMES MORE LIKELY TO REENLIST. THE EARLIER AN INDIVIDUAL ATTENDS, THE MORE TIME AND INFORMATION THEY HAVE TO REACH CRITICAL CAREER DECISIONS. 6. THE NAVAL RESERVE IS AN INTEGRAL PART OF THE TOTAL FORCE AND CRITICAL TO OUR NAVY'S MISSION. HOW CRITICAL? DURING FY-00, NEARLY 2,200 SKILLED VETERAN SAILORS AND OFFICERS RETURNED TO ACTIVE DUTY FROM THE NAVAL RESERVE. AN EFFECTIVE TRANSITION PROGRAM FOR OUR SEPARATING SHIPMATES WILL POSITIVELY IMPACT MORALE AND READINESS, AND ENSURE CONTINUED RECRUITMENT AND RETENTION OF QUALITY SAILORS IN OUR NAVY.
