THIS INCLUDES BOTH IMPLEMENTING NEW PROJECTS AND CANCELING THOSE THAT ARE OUTDATED OR HAVE OUTLIVED THEIR USEFULNESS. TO DO THIS WE RELY ON QUALITY SOURCES OF INFORMATION SUCH AS THE NAVY-WIDE PERSONNEL SURVEY (NPS). NPS HAS BEEN USED BY NAVY LEADERSHIP SINCE 1990 TO ASSESS SAILOR OPINIONS OF MAJOR POLICIES, PROGRAMS AND CURRENT ISSUES AFFECTING NAVY LIFE. 2. THE 2000 NPS WILL BE DISTRIBUTED IN THE NEXT FEW WEEKS TO ABOUT 30,000 SAILORS, BOTH IN PAPER FORM AND ON THE INTERNET. THE SURVEY COVERS IMPORTANT TOPICS SUCH AS QUALITY OF WORK EXPERIENCES, SATISFACTION WITH NAVY LIFE, CAREER DEVELOPMENT, AND RETENTION PREDICTORS. 3. THE SUPPORT AND INVOLVEMENT OF THE SAILORS WHO RECEIVE THE SURVEY WILL DETERMINE ITS SUCCESS. THIS SURVEY IS A MEANS FOR EACH RECIPIENT TO COMMUNICATE HIS OR HER FEELINGS, CONCERNS, AND DESIRES TO NAVY LEADERSHIP. MORE IMPORTANTLY, THE PARTICIPANTS ALSO REPRESENT THEIR SHIPMATES. IF YOU HAVE BEEN SELECTED TO PARTICIPATE, PLEASE ANSWER ALL OF THE QUESTIONS HONESTLY AND TO THE BEST OF YOUR ABILITY. 4.
