APPROVAL AT THE 182-DAY ITEMPO GATE: AUTHORITY TO APPROVE INDIVIDUAL MEMBERS TO EXCEED THE 182-DAY ITEMPO DEPLOYMENT GATE SHALL REST WITH THE FIRST FLAG OR GENERAL OFFICER (OF ANY BRANCH OF SERVICE) IN THE MEMBER'S ADMINISTRATIVE CHAIN OF COMMAND. THIS SHALL ALSO APPLY IN CASES WHERE NAVY MEMBERS ARE PERMANENTLY ASSIGNED TO U.S. MILITARY UNITS/DOD ACTIVITIES OTHER THAN NAVY (E.G., ARMY, AIR FORCE, MARINE CORPS, OR COAST GUARD COMMANDS; THE JOINT STAFF; OSD; UNIFIED CINC STAFF'S; ETC.). FOR NAVY MEMBERS ASSIGNED TO NON-NAVY, NON-U.S. MILITARY ORGANIZATIONS (E.G., PERSONNEL ASSIGNED TO OTHER FEDERAL AGENCIES OR BRANCHES OF GOVERNMENT SUCH AS THE STATE DEPARTMENT OR CONGRESS, PERSONNEL ATTENDING A CIVILIAN SCHOOL UNDER A GOVERNMENT FUNDED EDUCATION PROGRAM, ETC.) APPROVALS SHALL BE REQUESTED FROM THE FIRST FLAG OFFICER IN THE CHAIN OF COMMAND OF THE NAVY UNIT TO WHICH THE MEMBER IS ADMINISTRATIVELY ATTACHED. IN SOME CASES THE FIRST FLAG OFFICER MAY BE WITHIN THE SAME ORGANIZATION AS THE NAVY FLAG OFFICER THAT IS DESIGNATED TO APPROVE MEMBER TO EXCEED THE 220-DAY ITEMPO DEPLOYMENT GATE. FOR EXAMPLE, A MEMBER ASSIGNED TO THE CINCPACFLT STAFF, MAY BE APPROVED TO EXCEED THE 182-DAY GATE BY DEPUTY, CINCPACFLT, AND THEN SUBSEQUENTLY MAY BE APPROVED BY CINCPACFLT HIMSELF TO EXCEED THE 220-DAY ITEMPO DEPLOYMENT GATE. C. APPROVAL AT THE 220-ITEMPO GATE: THE DECISION TO APPROVE A MEMBER TO EXCEED THE 220-DAY ITEMPO DEPLOYMENT GATE MUST BE MADE BY A NAVY FLAG OFFICER (A GENERAL OFFICER OF ANOTHER BRANCH OF SERVICE IS NOT AUTHORIZED) WHO IS SENIOR TO THE FLAG OFFICER THAT PREVIOUSLY APPROVED THE MEMBER TO EXCEED THE 182-DAY ITEMPO GATE. (1) FOR MEMBERS ASSIGNED TO DEPLOYABLE UNITS, REQUESTS FOR APPROVAL TO EXCEED THE 220-DAY GATE SHALL BE SUBMITTED TO THE APPROPRIATE TYPE COMMANDER (TYCOM) OR EQUIVALENT. IF THE TYCOM, OR EQUIVALENT, HAD PREVIOUSLY APPROVED A MEMBER TO EXCEED THE 182-ITEMPO DEPLOYMENT GATE, THEN ANY REQUEST FOR APPROVAL FOR THAT MEMBER TO EXCEED THE 220-DAY ITEMPO GATE SHALL BE FORWARDED TO THE APPROPRIATE FLEET COMMANDER (CINCLANTFLT OR CINCPACTFLT) FOR ACTION. (2) APPROVALS FOR PERSONNEL ASSIGNED TO NON-DEPLOYABLE UNITS (E.G., SHORE COMMANDS), SHALL BE REQUESTED FROM THE APPROPRIATE SECOND ECHELON COMMAND. (3) ICO OF NAVY MEMBERS PERMANENTLY ASSIGNED TO U.S. MILITARY UNITS/DOD ACTIVITIES OTHER THAN NAVY, APPROVAL FOR A MEMBER TO EXCEED THE 220-DAY ITEMPO DEPLOYMENT GATE SHALL BE SOUGHT FROM THE NAVY FLAG OFFICER IN THE COC WHO IS SENIOR TO THE FLAG OR GENERAL OFFICER WHO APPROVED THE MEMBER TO EXCEED THE 182-DAY ITEMPO GATE. AS AN ALTERNATIVE, FOR SUCH ACTIVITIES, A NAVY FLAG OFFICER WITHIN THE ORGANIZATIONAL STRUCTURE (ALTHOUGH NOT NECESSARILY ASSIGNED DIRECTLY TO THE ACTIVITY) MAY BE DESIGNATED BY THE HEAD OF THE ACTIVITY TO MANAGE ITEMPO WRT NAVY MEMBERS. FOR EXAMPLE, CINCEUR (WHEN NOT A NAVY FLAG OFFICER) MAY CHOOSE TO DESIGNATE CINCUSNAVEUR AS THE NAVY ITEMPO APPROVAL AUTHORITY (FOR THE 220-DAY GATE) FOR NAVY MEMBERS PERMANENTLY ASSIGNED TO THE CINCEUR STAFF. IF NO NAVY FLAG OFFICER IS AVAILABLE, OR ONE HAS NOT BEEN DESIGNATED, THEN REQUESTS FOR APPROVAL FOR MEMBERS TO EXCEED THE 220-DAY ITEMPO DEPLOYMENT GATE SHALL BE SUBMITTED TO THE APPROPRIATE NAVY MANNING CONTROL AUTHORITY (MCA). THE MCA CAN BE IDENTIFIED ON THE UNIT'S/ACTIVITY'S ENLISTED DISTRIBUTION VERIFICATION REPORT (EDVR) OR OFFICER DISTRIBUTION CONTROL REPORT (ODCR).
