THE FOLLOWING CHANGES TO THE NAVY ENLISTED ADVANCEMENT SYSTEM WERE APPROVED BY THE NAVY HUMAN RESOURCES BOARD OF DIRECTORS: A. FINAL MULTIPLE SCORE (FMS) COMPUTATION FOR E4 THROUGH E6 WAS REVISED TO MORE EVENLY BALANCE THE THREE FACTORS OF KNOWLEDGE, PERFORMANCE, AND EXPERIENCE USED TO RANK ORDER CANDIDATES FOR ADVANCEMENT. FMS WAS ORIGINALLY DEVISED TO GIVE EQUAL WEIGHTING TO EACH FACTOR, HOWEVER, THE ORIGINAL FMS COMPUTATION PROVIDED MORE EMPHASIS ON EXAM SCORE AND LESS EMPHASIS ON PERFORMANCE AND EXPERIENCE. THE IMPLEMENTATION OF THE NEW PERFORMANCE EVALUATION SYSTEM IN 1996 IMPROVED THE EMPHASIS GIVEN TO PERFORMANCE, BUT THE EXAM SCORE CONTINUED TO DOMINATE THE PROCESS. ADDITIONALLY, AS THE NAVY BEGAN THE DRAWDOWN, THE LENGTH OF SERVICE (LOS) FACTOR BECAME INSIGNIFICANT. THE FOLLOWING CHANGES TO FMS WERE APPROVED AND WILL BE IMPLEMENTED FOR THE AUGUST (RESERVE) AND SEPTEMBER (ACTIVE/TAR) 2000 ADVANCEMENT EXAMS: (1) WEIGHTING FOR PERFORMANCE MARK AVERGE (PMA) WAS INCREASED BY 20 PERCENT. THE NEW MAXIMUM POINTS FOR PMA FACTOR IS 84. (2) LENGTH OF SERVICE FACTOR WAS ELIMINATED. (3) WEIGHTING FOR PASSED-NOT-ADVANCED (PNA) POINTS WAS DOUBLED AND THE LIMIT ON TOTAL PNA POINTS WAS REMOVED. THE NEW MAXIMUM POSSIBLE TOTAL FOR PNA POINTS IS 30. TO PROVIDE ADDITIONAL EMPHASIS ON PROFESSIONAL DEVELOPMENT AND TO REINFORCE THE OBJECTIVES OF THE NAVY'S LEADERSHIP TRAINING CONTINUUM, ALL ADVANCEMENT EXAMS WILL BE MODIFIED TO INCREASE THE EMPHASIS ON PROFESSIONAL MILITARY KNOWLEDGE SECTION. A NEW PROFESSIONAL MILITARY KNOWLEDGE SECTION, WHICH WILL REPLACE THE 15 MILITARY REQUIREMENTS QUESTIONS ON THE CURRENT EXAM, WILL VARY IN SIZE DEPENDING ON THE PAY GRADE OF THE EXAM. THE EXAM QUESTIONS FOR THIS SECTION WILL REINFORCE THE OBJECTIVES OF THE LEADERSHIP TRAINING CONTINUUM, NAVY MILITARY TRAINING, AND GENERAL MILITARY TRAINING. NETPDTC WILL LEAD THE DEVELOPMENT OF THE BIBLIOGRAPHY AND TEST QUESTIONS FOR THIS PORTION OF THE EXAM. THE GOAL FOR IMPLEMENTATION OF THIS CHANGE IS THE JANUARY 2002 CHIEF PETTY OFFICER ADVANCEMENT EXAM. THE LENGTH OF EVERY ADVANCEMENT EXAM WILL CHANGE FROM 150 QUESTIONS TO 200 QUESTIONS. THE TIME ALLOTTED TO TAKE THE EXAM WILL REMAIN AT THREE HOURS. THE NEW EXAM QUESTIONS WILL COVER BOTH RATING SPECIFIC KNOWLEDGE AND GENERAL PROFESSIONAL MILITARY KNOWLEDGE, WITH THE MIXTURE OF QUESTIONS AS FOLLOWS: (1) E-4 - 150 RATING SPECIFIC, 50 - PROFESSIONAL MILITARY (2) E-5 - 135 RATING SPECIFIC, 65 - PROFESSIONAL MILITARY (3) E-6 - 115 RATING SPECIFIC, 85 - PROFESSIONAL MILITARY (4) E-7 - 100 RATING SPECIFIC, 100 - PROFESSIONAL MILITARY 2. SEVERAL COMMANDS HAVE REQUESTED ADDITIONAL GUIDANCE CONCERNING CHANGES TO THE RATE TRAINING MANUAL (TRAMAN) AND NRTC REQUIREMENTS ANNOUNCED IN REF A. THE PURPOSE OF THIS CHANGE WAS TO STREAMLINE THE PROCESS FOR EXAM ADMINISTRATION AND TO CHANGE THE EMPHASIS OF TRAMANS AND NRTCS FROM MERELY CHECKING THE BLOCK FOR COMPLETION OF A REQUIREMENT TO FULLY INTEGRATING NRTCS IN THE PROFESSIONAL DEVELOPMENT OF EVERY SAILOR. PREVIOUSLY, A SAILOR WHO COMPLETED A NRTC OVER 10 YEARS AGO WOULD STILL RECEIVE A CHECK IN THE BLOCK FROM THEIR ESO OR PSD FOR MEETING THE NRTC COMPLETION REQUIREMENT. IN REALITY, MERELY COMPLETING A COURSE SO FAR IN THE PAST DID LITTLE, IF ANYTHING, TO HELP THAT SAILOR PREPARE FOR THE ADVANCEMENT EXAM. TRAMANS AND NRTCS ARE CONTINUALLY BEING REVISED TO KEEP UP WITH CHANGES IN TECHNOLOGY IN EVERY RATE. INSTEAD OF MERELY COMPLETING A REQUIREMENT ONCE IN A CAREER, COMPLETION OF THE NRTCS, AS WELL AS CONTINUING REVIEW OF THE TRAMANS AND REPEATING ALL OR PORTIONS OF THE COURSE UNDER THE GUIDANCE OF A CPO OR OTHER MENTOR, SHOULD BE THE STANDARD PRACTICE THROUGHOUT THE NAVY. THIS ELEMENT OF PROFESSIONAL DEVELOPMENT CANNOT BE EFFECTIVELY MANAGED BY ISSUING AN OPNAV INSTRUCTION NOR CAN IT BE VERIFIED BY AN ADMINISTRATIVE CHECKLIST. IT MUST BE ACCOMPLISHED THROUGH LEADERSHIP WITHIN THE COMMAND. AT A MINIMUM, ALL SAILORS SHOULD COMPLETE THE MOST CURRENT REVISION OF THE NRTC FOR THEIR RATING, INCLUDING MILITARY REQUIREMENTS, AND STUDY THE BIBLIOGRAPHY TO PREPARE FOR ADVANCEMENT. NETPDTC RECOMMENDS THAT ALL SAILORS COMPLETE NRTCS WITHIN SIX MONTHS OF EVERY EXAM DATE, EACH TIME THEY TAKE THE EXAM. EACH COMMAND SHOULD MONITOR COMPLETION OF NRTCS AND OTHER ADVANCEMENT PREPARATIONS IN THE SAME MANNER THAT THEY MONITOR COMPLETION OF WATCHSTATION QUALIFICATION, PQS, WARFARE QUALIFICATION, LEADERSHIP CONTINUUM TRAINING, AND ANY OTHER SIGNIFICANT PROFESSIONAL DEVELOPMENT MILESTONE. IN SHORT, NRTCS CONTINUE TO BE AN ESSSENTIAL PART OF THE ADVANCEMENT PROCESS THAT ARE TO BE MONITORED AND ENFORCED WITHIN THE COMMAND, WITH AN EMPHASIS ON CONTINUAL USE OF THE NRTC IN THE PROFESSIONAL DEVELOPMENT OF THE SAILOR, INSTEAD OF ONE TIME COMPLETION. 3.
