COMMANDING OFFICERS SHALL AGGRESSIVELY INTEGRATE PHYSICAL READINESS ACTIVITIES INTO THE WORK WEEK IN THE SAME MANNER APPLIED TO MEETING OTHER MISSION AND OPERATION REQUIREMENTS. COMMANDING OFFICERS AND COMMAND FITNESS LEADERS (CFL) (FORMERLY COMMAND FITNESS COORDINATORS) SHALL USE MWR FACILITIES AND FITNESS PROFESSIONALS AT THEIR HOMEPORT OR INSTALLATION TO DEVELOP AND CONDUCT THEIR PHYSICAL READINESS PROGRAM. MAINTAINING FITNESS AND BODY FAT STANDARDS REQUIRE INDIVIDUAL COMMITMENT TO THE DEVELOPMENT AND MAINTENANCE OF A HEALTHY LIFESTYLE. NAVY'S GOAL IS TO MOVE AWAY FROM SIMPLY PASSING THE SEMI-ANNUAL PRT AND TO DEVELOP A FITNESS-BASED LIFESTYLE THAT INCLUDES A WELL-ROUNDED PHYSICAL FITNESS PROGRAM. THIS WILL RESULT IN FITTER SAILORS AND ENHANCED READINESS. 4. COMPONENTS OF NAVY'S FUTURE FITNESS CULTURE INCLUDE THE FOLLOWING: A. CREATION OF A CULTURE OF PERSONAL AWARENESS WHICH STRESSES INDIVIDUAL FITNESS RATHER THAN A PASS/FAIL MENTALITY. B. COMMAND LEADERSHIP SHALL BE THE DRIVING FORCE FOR NAVY FITNESS. EVERY MEMBER SHALL PARTICIPATE IN A REGULAR, WELL-ROUNDED PHYSICAL FITNESS PROGRAM AND TWO SEMI-ANNUAL PHYSICAL FITNESS ASSESSMENTS (PFA). A PFA CONSISTS OF BODY COMPOSITION ASSESSMENT AND PHYSICAL READINESS TEST (PRT), I.E., EXERCISE EVENTS. D. ELEVATED PRT STANDARDS. E. INDIVIDUALS WHO BARELY MEET PHYSICAL READINESS PROGRAM STANDARDS WILL RECEIVE QUALITY PHYSICAL FITNESS AND NUTRITION GUIDANCE. DOING "JUST GOOD ENOUGH" TO PASS WILL REQUIRE PARTICIPATION IN A COMMAND-DIRECTED FITNESS ENHANCEMENT PROGRAM (FEP). OFFICERS WHO ACCUMULATE THREE OR MORE PFA FAILURES WITHIN THE MOST RECENT FOUR-YEAR PERIOD, STARTING 1 MAY 2000, SHALL NOT BE RECOMMENDED FOR FROCKING, PROMOTION AND/OR REDESIGNATION UNTIL ONE OF THE FOLLOWING OCCURS: (1) THEY SUBSEQUENTLY PASS THREE CONSECUTIVE REGULARLY SCHEDULED SEMI-ANNUAL PFAS WITH A MINIMUM SCORE OF "SATISFACTORY-MARGINAL" REQUIRED IN ALL PRT EVENTS. (2) ONE OF THE THREE PREVIOUS PFA FAILURES ARE NO LONGER WITHIN MOST RECENT FOUR-YEAR PERIOD, STARTING 1 MAY 2000. H. ENLISTED MEMBERS WITH THREE OR MORE FAILURES IN THE FOUR YEARS, STARTING 1 MAY 2000, ARE ELIGIBLE TO COMPETE FOR ADVANCEMENT (TAKE ADVANCEMENT EXAM) AFTER PASSING TWO CONSECUTIVE, REGULARLY SCHEDULED SEMI-ANNUAL PFAS (MINIMUM OF "SATISFACTORY-MARGINAL" IN ALL EVENTS). THEY MAY NOT BE PROMOTED OR FROCKED, HOWEVER, UNTIL THE CRITERIA IN PARA 9H IS MET. J. AN OVERALL SCORE OF "OUTSTANDING" OR "EXCELLENT" IS NO LONGER REQUIRED FOR ASSIGNING A 5.0 IN MILITARY BEARING ON FITREPS (BLK 35)/EVALS (BLK 36). COMMANDING OFFICERS SHALL USE THEIR DISCRETION WHEN DETERMINING "MILITARY BEARING" AND RETENTION RECOMMENDATION MARKS FOR THE REPORTING PERIOD IN WHICH A MEMBER PASSES ALL REGULARLY SCHEDULED, SEMI-ANNUAL PFAS. K. REENLISTMENT. ENLISTED MEMBERS WHO HAVE ACQUIRED THREE OR MORE FAILURES OF REGULARLY SCHEDULED SEMI-ANNUAL PFAS WITHIN THE MOST RECENT FOUR YEAR PERIOD, STARTING 1 MAY 2000, ARE INELIGIBLE FOR REENLISTMENT, UNLESS THE MEMBER SUBSEQUENTLY PASSES THREE CONSECUTIVE REGULARLY SCHEDULED SEMI-ANNUAL PFAS (MINIMUM OF "SATISFACTORY-MARGINAL" IN ALL PRT EVENTS). (1) UPON SAILOR'S REQUEST AND WITH COMMANDING OFFICER'S CONCURRENCE, ENLISTMENT CAN BE EXTENDED FOR SIX MONTHS TO ALLOW PARTICIPATION IN A REGULARLY SCHEDULED, SEMI-ANNUAL PFA THAT APPLIES TOWARD PASSING THREE CONSECUTIVE REGULARLY SCHEDULED SEMI-ANNUAL PFAS. (2) UPON PASSING THE REGULARLY SCHEDULED, SEMI-ANNUAL PFA DURING THE EXTENSION PERIOD (FOR THE ABOVE REASON), THE CO CAN APPROVE AN ADDITIONAL SIX-MONTH ENLISTMENT EXTENSION TO ALLOW PARTICIPATION IN A REGULARLY SCHEDULED, SEMI-ANNUAL PFA. (3) FAILURE OF THE REGULARLY SCHEDULED, SEMI-ANNUAL PFA DURING AN EXTENSION PERIOD (FOR THE ABOVE REASON) SHALL PREVENT ADDITIONAL EXTENSIONS AND RESULT IN DISCHARGE AT EAOS. (4) SEPARATION OF MEMBERS WITHIN TWO YEARS OF RETIREMENT ELIGIBILITY MUST, BY LAW, BE APPROVED BY THE CHIEF OF NAVAL PERSONNEL OR HIGHER AUTHORITY. 10. NEW RISK FACTOR SCREENING QUESTIONS. A.
