THE SECRETARY OF THE NAVY HAS APPROVED THE MERGER OF THE EW AND CTT RATINGS WITH A TARGET FINAL IMPLEMENTATION DATE OF 1 OCT 03 (1 OCT 04 FOR THE NAVAL RESERVE). THE TIMELINE IS REQUIRED TO ENSURE A SMOOTH TRANSITION TO SUPPORT NEW CAPABILITIES WITH THE NEED TO SUSTAIN CURRENT SYSTEMS. SEPARATE CORRESPONDENCE WILL BE PROVIDED BY COMNAVRESFOR TO ADDRESS CONVERSION OF NAVAL RESERVISTS. 2. REVIEW OF OCCUPATIONAL STANDARDS OF THE CTT AND EW RATINGS REVEALED EXTENSIVE COMMONALITY OF CORE SKILLS. MERGER OF THE RATINGS ALLOWS THE FUTURE CTT RATING TO PERFORM ALL ASPECTS OF ELECTRONIC WARFARE AND ELECTRONIC INTELLIGENCE (ELINT) ON BOARD FLEET UNITS AND NUMEROUS SHORE STATIONS. THE RATING WILL HAVE A MORE EQUITABLE SEA/SHORE ROTATION DUE TO INCREASED SEA DUTY BILLETS FOR CTT'S AND QUALITY IN-RATE SHORE DUTY FOR EW'S. 3. A CTT/EW MERGER TEAM WILL BE FORMED TO IMPLEMENT MERGER MILESTONES AND ENSURE THE CONCERNS OF ALL STAKEHOLDERS ARE ADDRESSED. MAINTENANCE OF CURRENT AND FUTURE SHIPBOARD EW SYSTEMS WILL BE ONE OF THE MAJOR ISSUES ADDRESSED BY THE MERGER TEAM. SEVERAL OPTIONS WILL BE INVESTIGATED IN ORDER TO OPTIMIZE MANPOWER RESOURCES AND MAINTAIN MAXIMUM EQUIPMENT READINESS. MERGER TEAM MEMBERSHIP WILL BE DELINEATED SEPCOR. 4. EFFECTIVE IMMEDIATELY, EW'S WHO DO NOT CURRENTLY POSSESS A TOP SECRET (TS)/SPECIAL COMPARTMENTED INTELLIGENCE (SCI) CLEARANCE WILL BE REQUIRED TO SUBMIT A SINGLE SCOPE BACKGROUND INFORMATION (SSBI) PACKAGE AND BE CLEARED PRIOR TO BECOMING CTT'S. APPROXIMATELY 25 PERCENT OF THE EW RATING IS CURRENTLY CLEARED TS/SCI. EW'S WITH A FLEET RESERVE (FLTRES) DATE PRIOR TO 1 OCT 03 WILL NOT BE REQUIRED TO SUBMIT AN SSBI FOR PURPOSES OF THE MERGER. THOSE WHO ARE UNABLE TO BE CLEARED WILL BE REQUIRED TO SUBMIT A FORCED CONVERSION PACKAGE TO ANOTHER RATING. THE CONVERSION PROCESS WILL TAKE INTO ACCOUNT THE RATINGS THAT THE SAILOR REQUESTS, QUALIFICATIONS, AND THE NEEDS OF NAVY. SAILORS THAT MUST CONVERT ARE HIGHLY ENCOURAGED TO CONTACT THE EW TECHNICAL ADVISOR (TECHAD) LISTED BELOW TO DISCUSS OPTIONS. 5. THE POST MERGER CTT RATING WILL RETAIN THE CURRENT CTT RATING BADGE. EW'S WILL HAVE THEIR OFFICIAL RECORDS CHANGED AND ASSUME THEIR NEW RATING BADGES ON 1 OCT 03. THOSE EW'S THAT CONVERT TO RATINGS OTHER THAN CTT WILL ASSUME THEIR NEW RATING BADGE UPON COMPLETION OF REQUIRED SCHOOLS OR OFFICIAL ASSIGNMENT TO THE NEW RATING IF NO SCHOOLS ARE REQUIRED. EW'S THAT RECEIVE APPROVED RETIREMENT DATES PRIOR TO THE EFFECTIVE DATE OF THE MERGER ARE AUTHORIZED TO RETAIN THE EW RATING BADGE UNTIL RETIREMENT. EW'S WITH AN EAOS NOT GREATER THAN 6 MONTHS AFTER THE MERGER DATE (WHO PLAN ON SEPARATING FROM THE NAVAL SERVICE) ARE AUTHORIZED TO RETAIN THE EW RATING BADGE UNTIL SEPARATION. 6. EFFECTIVE AND TIMELY TRAINING WILL BE THE KEY TO A SUCCESSFUL MERGER. THROUGH PREVIOUS INITIATIVES, THE NATIONAL OPERATIONAL ELINT (OPELINT) AND ELINT CRYPTOLOGIC ADVANCED TRAINING (ECAT) COURSES WERE MADE AVAILABLE TO BOTH EW'S AND CTT'S. THE ECAT COURSE IS CURRENTLY BEING REVIEWED BY THE FLTCINCS AND SHOULD BE ONLINE AT MOST CRYPTOLOGIC READINESS GROUPS (CRGS) BY THE END OF FY-00. EW THREAT RECOGNITION, EW MODULE MANAGER, EW JOURNEYMAN OPERATIONS, EW OFFICER, AND EW ADVANCED APPLICATIONS COURSES ARE ALSO AVAILABLE TO CTT'S. REFER TO THE MOST RECENT CANTRAC FOR AVAILABILITY AND QUOTA CONTROL POCS. THESE CTT AND EW COURSES SHOULD BE USED TO THE GREATEST EXTENT POSSIBLE IN ORDER TO FACILITATE A SMOOTH TRANSITION. ADVANCEMENT IN RATE (AIR) REQUIREMENTS HAVE ALREADY BEGUN TO REFLECT THE MERGER AS WELL. SPECIFIC ADVANCEMENT REQUIREMENTS, PROCEDURES, AND EXAM INFORMATION WILL BE PROMULGATED SEPCOR. THESE REQUIREMENTS WILL CONTINUE TO CLOSE THE GAP BETWEEN THE TWO RATINGS AS WE NEAR THE EFFECTIVE DATE OF THE MERGER. BOTH RATINGS ARE STRONGLY ENCOURAGED TO COMPLETE AS MANY OF THEIR COUNTERPART'S COURSES AS POSSIBLE. NAVY PERSONNEL COMMAND (NPC) AND THE ENLISTED PLACEMENT MANAGEMENT CENTER (EPMAC) WILL WORK WITH FLEET REPRESENTATIVES AND NAVAL SECURITY GROUP COMMANDS TO FACILITATE CROSS TRAINING OPPORTUNITIES AND ASSIGNMENTS. 7. THIS MESSAGE DOES NOT MODIFY PREVIOUS GUIDANCE CONCERNING EARLY-OUT, FLEET RESERVE OR CONVERSION PACKAGES. SELECTIVE REENLISTMENT BONUS (SRB) PAYMENTS FOR APPLICABLE CTT/EW PERSONNEL WILL CONTINUE TO BE PAID. THE MERGER OF THE EW AND CTT RATINGS DOES NOT AFFECT SRB INSTALLMENT PAYMENTS.
