TYPE 1 DUTY IN HAWAII WILL BE CONSIDERED AS OUTUS FOR ROTATIONAL PURPOSES. THE ANNOTATED FIGURES REFLECT THE NUMBER OF OUTUS TOURS AN INDIVIDUAL IS REQUIRED TO SERVE. OUTUS TOURS INCLUDE TYPES 2, 3, 4, AND 6 DUTY; CONUS TOURS INCLUDE ALL TYPE 1 DUTY. TYPICAL AG TOUR ROTATION WOULD CONSIST OF ONE TYPE 2/4 SEA TOUR, ONE CONUS SHORE TOUR, AND ONE OVERSEAS TOUR. BACK TO BACK CONUS DUTY IS AUTHORIZED BY EXCEPTION WHEN SEA/OUTUS DUTY IS NOT AVAILABLE. NON-DESIGNATED PERSONNEL WHO ARE INITIALLY ASSIGNED TO SHORE DUTY WILL COMPLETE A 24-MONTH TOUR AND THEN ROTATE TO SEA DUTY WITH THEIR PRD SET APPROPRIATELY. SUBSEQUENT DESIGNATION WILL DICTATE READJUSTMENT OF PRD TO COINCIDE WITH DOD TOUR LENGTH AND/OR PST, AS SET BY PERS-4. SEA TIME PRIOR TO DESIGNATION WILL COUNT TOWARD PST IN NEW RATING. 11. DESIGNATED E1-E3 PERSONNEL WHO ARE INITIALLY ASSIGNED TO CONUS SHORE DUTY (TYPE 1) AND WHO ARE PHYSICALLY FIT FOR SEA DUTY, WILL COMPLETE A 24-MONTH SHORE TOUR AND THEN ROTATE TO SEA DUTY (TYPE 2, 3, AND 4) WITH THEIR PRDS SET TO THE PST FOR THEIR RESPECTIVE RATE. 12. SEA SHORE ROTATION (SSR) TOUR LENGTHS ARE PRIMARILY DETERMINED BY THE RATIO OF SEA BILLETS (TYPE 2, 3, 4) TO SHORE BILLETS (TYPE 1 AND 6) FOR EACH RATE. THESE RATIOS MAY THEN BE MODIFIED BY ENLISTED COMMUNITY MANAGERS BASED ON FACTORS SUCH AS PAST RETENTION, PROJECTED RETENTION BASED ON STRENGTH WITHIN LENGTH OF SERVICE CELLS, NEUTRAL DUTY BILLETS, TOUR LENGTHS OF THE PAYGRADES ABOVE AND BELOW EACH RATE, CURRENT SEA AND SHORE MANNING PERCENTAGES, AND RECOMMENDATIONS FROM MANNING CONTROL AUTHORITIES, EPMAC, AND PERS-4. SINCE SSR TOUR LENGTHS ARE TIED TO THE ENLISTED BILLET BASE, TOUR LENGTHS REQUIRE PERIODIC ADJUSTMENTS AS THE BILLET BASE CHANGES. THE BILLET BASE CHANGES AS AGING SHIPS/AIRCRAFT ARE REPLACED WITH NEW UNITS WITH DIFFERENT RATING AND PAYGRADE REQUIREMENTS, AS WELL AS SHORE BILLETS BEING OUTSOURCED, OTHERWISE DOWNSIZED, OR TRANSFERRED TO OTHER RATES. 13. OVER TIME SOME RATES WILL BECOME MORE SEA INTENSIVE OR SHORE INTENSIVE IF THE BILLET BASE IS NOT ADJUSTED. CNO (N1) HAS BEEN WORKING WITH FLEET COMMANDERS AND MANPOWER CLAIMANTS TO REALIGN GENERAL DUTY SHORE (AND SOME SEA) BILLETS BETWEEN SHORE AND SEA INTENSIVE RATES IN AN EFFORT TO BALANCE SSR TO THE GREATEST EXTENT POSSIBLE; THE EVENTUAL GOAL IS TO REDUCE THE MAXIMUM SEA TOUR FOR ALL CAREER RATES (E5-E9) TO NOT MORE THAN 48 MONTHS. THIS EFFORT ALLOWED SEA TOUR LENGTHS FOR MANY SEA INTENSIVE RATES TO BE REDUCED THIS YEAR, WHILE SOME SHORE INTENSIVE RATES ARE BEING ASSIGNED LONGER SEA TOURS OR SHORTER SHORE TOURS, AS THEIR GENERAL DUTY SHORE BILLETS ARE TRANSFERRED TO OTHER RATES.
