BECAUSE OF EFFORTS TO IMPROVE RETENTION, SEA TOUR LENGTHS ARE BEING REDUCED FOR 101 RATES, AND SEA TOURS INCREASED FOR ONLY 43 RATES (MOSTLY SHORE INTENSIVE). THE NUMBER OF CAREER RATES (E5-E9) WITH A SSR ABOVE 48:36 SEA:SHORE DROPS FROM 53 TO 37. RECENT EFFORTS TO BALANCE SEA SHORE ROTATION (SSR) INCLUDE THE JAN 99 SSR CONFERENCE, RECRUITER BILLET CHANGES, AND E6 SHORE BILLET ROLLDOWNS TO SEA INTENSIVE E5 RATES. OVER 4,900 BILLETS HAVE BEEN TRANSFERRED BETWEEN SEA AND SHORE INTENSIVE RATES OVER THE LAST 18 MONTHS, TO BETTER BALANCE SEA TOUR LENGTHS FOR ALL RATES. TOUR LENGTH CHANGES WILL BE INCORPORATED IN THE NEXT REGULAR UPDATE TO REF B. 2. REVISED TOURS REFLECT INCREMENTAL CHANGES TO INDIVIDUAL RATE'S SEA/SHORE BILLET BASE RATIOS AS A RESULT OF CHANGING NAVY BILLET STRUCTURE. NEW TOUR LENGTHS ARE DESIGNED TO BETTER MATCH PROJECTED PERSONNEL INVENTORIES TO FUNDED BILLET REQUIREMENTS AT SEA AND SHORE (USING FY-00 BILLET FILE AS THE BASELINE). PARAS 12 AND 13 PROVIDE AN OVERVIEW OF HOW SEA SHORE ROTATION (SSR) TOUR LENGTHS ARE DERIVED AND DISCUSS RECENT EFFORTS TO BALANCE SSR FOR ALL RATES. 3. PROJECTED ROTATION DATES (PRDS) OF INCUMBENTS WILL BE ADJUSTED BY PERS-45 BASED ON LENGTH OF TOUR REMAINING. SAILORS WITH PRDS OF OCT 00 OR EARLIER WILL NOT BE ADJUSTED, TO MINIMIZE TURBULENCE TO CURRENT NAVY REQUISITION BASE AND SAILORS' CURRENT PLANS.
