BLUEJACKET HOMETOWN AREA RECRUITING PROGRAM (HARP) HAS BEEN DEVELOPED TO BOOST NAVY'S RECRUITING EFFORTS. THIS NAVADMIN CONSOLIDATES PREVIOUSLY DISTRIBUTED INFORMATION, DESCRIBES THE PROGRAM CRITERIA, AND PROVIDES A POINT OF CONTACT FOR APPLICATIONS. EARLY RESPONSE HAS BEEN ENCOURAGING. AS AN EXAMPLE, USS GEORGE WASHINGTON (CVN 73) HAS COMMITTED A SIGNIFICANT NUMBER OF SAILORS TO PARTICIPATE. WE NEED TO GET SAILORS TO THEIR HOMETOWNS SO WE DON'T LOSE VALUABLE TIME TO BE ABLE TO FAVORABLY IMPACT FLEET MANNING THROUGH RECRUITING EFFORTS. THIS SUPPORT IS NEEDED NOW AND CONSISTENTLY THROUGHOUT THE YEAR. 2. THIS PROGRAM IS AN OUTGROWTH OF HARP, WHICH HAS SHOWN OVER THE YEARS TO BE A PRODUCTIVE TOOL IN ASSISTING THE NAVY'S RECRUITING EFFORTS. TAKING THIS PROGRAM ONE STEP FURTHER, USS JOHN C. STENNIS (CVN 74) LAUNCHED A HIGHLY SUCCESSFUL PROGRAM, RECRUITING 40 NEW SAILORS USING JUNIOR PERSONNEL. SELECTION AND TRAINING WERE KEY. AS DEMOGRAPHICS OF OUR RECRUITING FORCE HAVE CHANGED (BECOMING MORE JUNIOR), NAVY RECRUITING COMMAND HAS SEEN THAT MANY OF OUR MOST SUCCESSFUL RECRUITERS ARE THE YOUNGEST. OVER THE PAST YEAR, JUNIOR RECRUITERS ENLISTED TWICE THE NUMBER AS THEIR COUNTERPARTS IN OTHER PAYGRADES, THUS MAKING IT EVIDENT THAT APPLICANTS IDENTIFY MORE CLOSELY WITH GENERATION "Y" SAILORS. IN ORDER TO CAPITALIZE ON THIS FACT AND MAXIMIZE RECRUITING PRODUCTIVITY, A NEW RECRUITING INITIATIVE, "BLUEJACKET HARP," HAS BEEN APPROVED AND FUNDED. 3. BLUEJACKET HARP WILL FUND ROUNDTRIP TRAVEL, CONUS ONLY, FOR SELECTED JUNIOR SAILORS TO THEIR HOMETOWNS. TAD ORDERS MUST BE FOR A MINIMUM OF TWO WEEKS. SAILORS THAT PROVE TO BE SUCCESSFUL IN PROVIDING QUALIFIED REFERRALS, AS DETERMINED BY NRD CO, MAY WITH PARENT COMMAND CO CONCURRENCE, EXTEND THEIR TIME ON HARP. COMMANDS THAT CAN AFFORD TO SEND SAILORS FOR EXTENDED HARP ASSIGNMENT ARE ENCOURAGED TO CONSIDER THIS OPTION. 4. DUE TO THE NATURE OF DUTY UNDER BLUEJACKET HARP, AND TO GET MAXIMUM NEW CONTRACT GENERATION, SAILORS WILL BE GIVEN A SHORT TRAINING SEMINAR BY LOCAL RECRUITERS BEFORE PROCEEDING TO THEIR HOMETOWN. 5. CO'S AND OIC'S OF AFLOAT AND SHORE COMMANDS MAY SELECT SAILORS TO APPLY WHO MEET THE FOLLOWING CRITERIA: A. HIGHLY MOTIVATED SAILORS IN THEIR INITIAL ENLISTMENT, WITH CO ENDORSEMENT. SAILORS ON INITIAL ENLISTMENT PREFERRED; ELIGIBLE SECOND ENLISTMENT SAILORS ARE ALSO ENCOURAGED TO APPLY. B. SEA DUTY IS PREFERRED; ELIGIBLE SHORE DUTY PERSONNEL ALSO ENCOURAGED TO APPLY. C. HIGH SCHOOL DIPLOMA GRADUATE. D. VOLUNTEER. E. HAVE A PLACE TO STAY IN THEIR HOMETOWN. F. MEET PRT STANDARDS. 6. STUDENTS IN AN "AT" STATUS WHO MEET ALL CRITERIA, INCLUDING THE MINIMUM TWO WEEK ASSIGNMENT ON BLUEJACKET HARP DUTY, ARE ELIGIBLE. 7. PROGRAM FUNDING ALLOWS FOR MAXIMUM OF 800 BLUEJACKET HARP ASSIGNMENTS PER MONTH. ACCOUNTING DATA WILL BE PROVIDED BY CNRC AT TIME APPLICATION IS MADE. 8.
