REF B IS THE UNDER SECRETARY OF THE NAVY (USN) MEMORANDUM 25OCT11 DIRECTING THE EXECUTION OF THE NEW APPROACH FOR CHR SERVICE DELIVERY.// RMKS/1. REF A DESCRIBES THE DEPARTMENT OF THE NAVY'S (DON'S) RESPONSE TO THE PRESIDENT'S HIRING REFORM INITIATIVE AND IS ALIGNED WITH THE DON/AA'S CONSOLIDATION OF THE DON'S ADMINISTRATIVE SUPPORT FUNCTIONS. IT REQUIRES THE ESTABLISHMENT OF A PROJECT TEAM AND AN IMPLEMENTATION PLAN TO EXECUTE THE DECISION FOR A NEW ENTERPRISE-WIDE APPROACH TO DELIVERING CIVILIAN HUMAN RESOURCES (CHR) SERVICES. 2. REF B PROVIDES THE USN'S APPROVAL OF THE IMPLEMENTATION PLAN AND TIMELINE AS A RESULT OF REF A AND DIRECTS MAJOR COMMANDS AND THE MARINE CORPS TO PARTNER WITH THE ASSISTANT SECRETARY OF THE NAVY (MANPOWER AND RESERVE AFFAIRS) (ASN (M&RA)) AND THE CHR COMMUNITY TO EXECUTE THE IMPLEMENTATION OF THE PROJECT PLAN AND MEET CRITICAL MILESTONES AND DEADLINES. 3. THE DON REQUIRES CHR SYSTEM CHANGES TO EXECUTE AND REFLECT THE NEW APPROACH TO CHR SERVICE DELIVERY. THE CHR INFORMATION TECHNOLOGY SYSTEM CHANGES WILL OCCUR OVER A NINE-DAY PERIOD FROM 19-28 APRIL 2013. THE DON ORGANIZATIONS AND CIVILIAN EMPLOYEE RECORDS WILL BE UPDATED TO REFLECT THEIR NEW SERVICING CHR OFFICES AND CHR SERVICE CENTERS. DURING THE NINE-DAY PERIOD, SYSTEMS SUCH AS DEFENSE CIVILIAN PERSONNEL DATA SYSTEM (DCPDS) WILL BE RESTRICTED. ALL CHANGES WILL OCCUR SIMULTANEOUSLY ACROSS THE DON TO PROVIDE SAVINGS, MINIMIZE SYSTEMS DOWNTIME, AND LIMIT THE POTENTIAL FOR UNAUTHORIZED ACCESS TO PERSONNEL RECORDS. 4. MORATORIUM REQUIREMENTS: TO PREPARE FOR THE SYSTEMS TRANSITIONS, THE DON MUST IMPLEMENT A MORATORIUM ON THE PROCESSING OF CIVILIAN PERSONNEL ACTIONS. THE TIMING OF THE MORATORIUM HAS BEEN COORDINATED TO MINIMIZE IMPACT TO MISSION AND WILL UNFOLD IN THREE CRITICAL PHASES. A. PHASE 1 BEGINS 1 FEBRUARY 2013. EFFECTIVE 1 FEBRUARY 2013, THE DON WILL IMPLEMENT A MORATORIUM ON ORGANIZATION RESTRUCTURING, REALIGNMENTS, MASS ACTIONS, AND NEW UNIT IDENTIFICATION CODE (UIC) AND ORGANIZATIONAL BUILDS. REQUESTS FOR COMMAND ORGANIZATION RESTRUCTURING AND MASS ACTIONS AS WELL AS ALL UIC AND ORGANIZATION CODE/STRUCTURE (POSITION'S ORGANIZATION ADDRESS - POA) CHANGES NEEDING TO BE EFFECTIVE PRIOR TO 20 APRIL 2013 MUST BE SUBMITTED TO THE CURRENT CHR SERVICE CENTER BY 1 FEBRUARY 2013. DURING THIS PHASE, ALL OTHER PERSONNEL ACTIONS WILL BE PROCESSED. B. PHASE 2 BEGINS 22 MARCH 2013. EFFECTIVE 22 MARCH 2013, THE DON WILL IMPLEMENT A MORATORIUM ON ALL ROUTINE PERSONNEL ACTION PROCESSING. ALL ROUTINE REQUESTS FOR PERSONNEL ACTIONS EFFECTIVE PRIOR TO 20 APRIL 2013 MUST BE SUBMITTED TO THE CURRENT CHR SERVICE CENTER BY 22 MARCH 2013 TO INCLUDE CAREER LADDER PROMOTIONS, APPOINTMENT EXTENSIONS OR CONVERSIONS, RECRUIT- FILLS, REDUCTIONS-IN-FORCE, WORKFORCE SHAPING, AND NAME CHANGES. FROM 23 MARCH 2013 THROUGH 18 APRIL 2013, URGENT REQUESTS FOR PERSONNEL ACTIONS TO INCLUDE PAY CORRECTIONS, SEPARATIONS (E.G., RETIREMENTS, DEATHS, RESIGNATIONS, TERMINATIONS, REMOVALS), TRANSFERS OUT OF THE DON, RETURN TO DUTY FROM NON-PAY STATUS, AND PLACEMENT IN NON-PAY AND/OR NON-DUTY STATUS MAY BE SUBMITTED TO THE APPROPRIATE CHR SERVICE CENTER. EMERGENCY REQUESTS FOR PERSONNEL ACTIONS NOT SPECIFIED HEREWITH, SHALL BE SUBMITTED TO THE COMMAND'S DIRECTOR OF CIVILIAN PERSONNEL PROGRAMS FOR APPROVAL, SUBJECT TO AUTHORIZATIONS PROVIDED BY THE DIRECTOR, OFFICE OF CIVILIAN HUMAN RESOURCES (OCHR). C. PHASE 3 BEGINS 19 APRIL 2013 AND CONCLUDES 29 APRIL 2013. DURING THIS NINE-DAY EXECUTION PHASE, THE DCPDS SYSTEMS WILL BE RESTRICTED TO REMAP ALL DON CIVILIAN PERSONNEL DATA AND EXECUTE MORE THAN 150,000 PERSONNEL ACTIONS VIA A MASS REALIGNMENT PROCESS. ONLY EMERGENCY ACTIONS AUTHORIZED BY THE DIRECTOR, OCHR, CAN BE PROCESSED DURING THIS TIME. 5. EFFECTIVE 29 APRIL 2013, THE DON WILL BEGIN TO EXECUTE PERSONNEL ACTIONS FROM THE NEW COMMAND CIVILIAN HUMAN RESOURCES STRUCTURES. THE ABOVE-STATED MORATORIUM IS LIFTED 29 APRIL 2013. 6.
