HISPANIC AMERICANS CONTINUE TO BE THE MOST SERIOUSLY UNDERREPRESENTED ETHNIC GROUP IN THE DON WORK FORCE. WHILE HISPANICS REPRESENT ALMOST 12 PERCENT OF THE CIVILIAN LABOR FORCE IN THE UNITED STATES, THEY COMPRISE ONLY 4.36 PERCENT OF THE DON CIVILIAN WORK FORCE. ECHELON 1 AND 2 COMMANDS ARE REQUIRED TO DEVELOP PLANS AND ISSUE GUIDANCE FOR ELIMINATING THAT UNDERREPRESENTATION. COPIES OF THE PLANS AND GUIDANCE MUST BE PROVIDED T0 THE DEPUTY ASSISTANT SECRETARY OF THE NAVY (CIVILIAN PERSONNEL/EQUAL EMPLOYMENT OPPORTUNITY) BY 25 NOVEMBER 2002. COMMANDS MUST ALSO ENSURE THAT PERFORMANCE PLANS FOR SES EXECUTIVES, MANAGERS, AND SUPERVISORS INCLUDE LANGUAGE RELATED TO ACCOMPLISHMENTS IN DIVERSITY RECRUITMENT AND CAREER DEVELOPMENT. 2.
