DURING THE PERIOD FROM JUNE 1998 TO JULY 2000, THE DEPARTMENT OF THE NAVY (DON) TESTED A PILOT PROCESS FOR CIVILIAN EQUAL EMPLOYMENT OPPORTUNITY (EEO) DISCRIMINATION COMPLAINTS. THE PILOT RESULTED IN AN 85 PERCENT REDUCTION IN PROCESS TIME, AN 86 PERCENT REDUCTION IN COSTS, AND A 92 PERCENT RESOLUTION RATE IN PROCESSING EEO COMPLAINTS. IN ADDITION, THE PILOT ALSO WAS EFFECTIVE IN ADDRESSING SIGNIFICANT INTANGIBLE COSTS SUCH AS LOSS OF PRODUCTIVITY, MORALE, AND DIVERSION OF RESOURCES FROM MISSION. 2. REF A TOOK THE BEST PRACTICES FROM THE PILOT PROGRAM AND MADE THEM AVAILABLE FOR IMPLEMENTATION DON-WIDE AS THE NEW EQUAL EMPLOYMENT OPPORTUNITY COMPLAINTS RESOLUTION (EEOCR) PROCESS. THE EEOCR PROCESS IS A STREAMLINED, EXPEDITED PROCESS THAT OPERATES WITHIN APPLICABLE GOVERMENT-WIDE REGULATIONS. 3. DETAILED GUIDANCE ON THE EEOCR PROCESS WAS PROVIDED TO YOUR SERVICING HUMAN RESOURCES DIRECTOR (HRD) IN REF A. THIS GUIDANCE ALSO INCLUDES A PROVISION ALLOWING COMMANDING OFFICERS AND COMMANDING GENERALS TO REQUEST DELEGATION OF AUTHORITY TO ISSUE FINAL AGENCY DECISIONS ON CIVILIAN EEO DISCRIMINATION COMPLAINTS.
