Sailors can view/download the handbook online in a portable document format (.pdf) on the Navy Personnel Command (NPC) ERB Web Page at

It includes a list of benefits and services available for eligible transitioning service members, useful websites, and information on counseling services, the transition assistance program (TAP) and the transition assistance management program (TAMP).

Key transition benefits for all transitioning Sailors can be found in the new handbook and include:

  • Government opportunities
  • Relocation assistance information
  • Department of Labor and Veteran’s Affairs (VA) employment assistance
