Navy Convenes FY12 Senior Enlisted Continuation Board

MILLINGTON, Tenn. –A performance-based board for continuation of senior enlisted Sailors convened at Navy Personnel Command (NPC) Dec. 5.
The Fiscal Year 2012 Senior Enlisted Continuation Board was announced earlier this year in NAVADMIN 194/11 and will review records of approximately 7,700 personnel in pay grades E-7, E-8 and E-9 for continued service.

The board will focus on performance.  The substandard or marginal performance indicators that shall be specifically addressed when considering whether a Sailor’s continuation is in the best interest of the Navy are:

  • Documented misconduct involving either UCMJ or civilian offenses; 
  • Moral or professional dereliction such as relief for cause or detachment for cause; 
  • Continuity gaps in evaluation/fitness reports greater than 90 days;  
  • Evaluation/fitness reports with marks suggesting substandard or marginal performance; 
  • Multiple documented Physical Readiness Program failures
  • Any documented circumstance related to performance which results in a Sailor's inability to perform in his or her rating or duties.
  • Other documented substandard or marginal performance indicators that the Sailor’s continuation may be inconsistent with national security interests or may otherwise not be in the best interest of the Navy.

The performance-based board will review the official military personnel file (OMPF) and any correspondence submitted to the board by the member. Complete eligibility criteria are outlined in NAVADMIN 194/11.

While not all-inclusive, some factors that that may negatively impact chiefs include documented misconduct and substandard performance including "significant problems" or "progressing" promotion recommendations, declining performance from the same reporting senior, failure to maintain physical fitness assessment standards, military or civilian convictions and non-judicial punishment, and documented administrative or personnel action for misconduct, such as DUI/DWI, spouse or child abuse.

Once the board adjourns, results will be forwarded to the Chief of Naval Personnel for approval. Commanding officers will be notified of the results via BUPERS Online and will have seven days to notify and counsel those Sailors not selected for retention. After seven days, Sailors may review their individual status on BUPERS Online.

Sailors not selected for continuation must transfer to the fleet reserve or retire by Sept. 30, 2012 and will have access to the Navy’s Transition Assistance Management Program.

Exemptions to the FY-12 Senior Enlisted Continuation Board include Sailors who as of Nov. 1 2011, have an approved fleet reserve/retirement request effective on or before Sept. 30, 2012, those selected for advancement by the FY-12 senior and master chief boards, personnel selected for command senior chief/master chief by the FY-12 board, Safe Harbor participants and personnel who as of Nov. 15 2011 have orders to or are serving in the first two years of a non-consecutive overseas DoD area tour.  DoD area tours in the U.S. and Washington D.C. are not exempt.

Additionally, personnel holding a nuclear enlisted classification code, plus fleet, force and command master chiefs are exempt from the board.
