NPC Detailers Go to Iraq via Video Teleconference

MILLINGTON, Tenn. – Navy Personnel Command (NPC) conducted a detailing information meeting with Sailors deployed to Iraq via video teleconference, May 11.  
"Today's video teleconference afforded NPC the ability to bring the enlisted distribution brief to Sailors in Iraq who normally wouldn't get the opportunity to interact with their detailer while on deployment in a hazardous duty area,” said Capt. Kent Miller,  director of enlisted distribution.  “Additionally, leveraging this technology provided NPC with the opportunity to reach a broader audience at minimal cost, which is vital considering the tough fiscal environment that we are currently facing.”

The brief emphasized the latest updates to Navy policy--information the deployed Sailors may not be aware of.  Topics included the permanent-change-of-station orders negotiation timeline, Perform-to-Serve/ Fleet Rating Identification Engine (PTS/Fleet RIDE) and career management system interactive detailing (CMS/ID). 

“We want the Sailor to know ‘we are here to help,’” said Master Chief Navy Counselor (SW/AW) Steven Cullen, Navy counselor/legalman detailer, who provided Sailors an overview of the detailing process.  “We as detailers are getting the opportunity to tell the Sailor, listen if you don’t have access to CMS/ID, you can contact us.  If you don’t know what the requisitions are, you can contact us.  We will let you know what is on CMS/ID; we will make an application for you.  We are here to help and it doesn’t matter where you are in the world.”     

Cullen also stressed the importance of getting PTS approval before negotiating for orders.
PTS/Fleet RIDE is a centralized reenlistment reservation system for Sailors in pay grades E-3 to E-6. While most Sailors are permitted to reenlist in their current rate, Sailors in overmanned ratings were strongly encouraged to consider conversion options, since they may not be granted PTS approval.
In addition to PCS orders, PTS/Fleet RIDE is one of the main career management concerns among Sailors in the theater of operations.

Immediately following the brief, Sailors were able to speak directly with their detailer over the phone to discuss individual situations.  

"Sailors, regardless where they are serving, deserve to be afforded the opportunity to engage their detailers and get the most up-to-date information,” said Chief Warrant Officer Wanda Trammell, NPC supply rating assignment officer and meeting facilitator.  “We want to ensure deployed Sailors do not feel as if they have been forgotten as they are a critical part of our Navy family.”

"Our goal was to provide all of the pertinent information regarding enlisted distribution and community management as well as afford the Sailors the opportunity to ask questions pertaining to Navy enlisted distribution policy and their career progression,” said Miller.
